STATE ENVIRONMENTAL POLICY ACT Determination of Non-Significance May 28, 2024 Lead Agency: Public Utility District No. 2 of Grant County, Washington (Grant PUD) Agency Contact: Ross Hendrick Rhend1@gcpud.org 509-793-1468 Agency File Name: Siphon Intake Rehabilitation Project Description of Proposal: The Project includes rehabilitating the existing water intake system with a new water intake with two traveling screens to comply with NMFS screening criteria. The proposed intake structure will connect to the existing 54-inch-diameter concrete supply pipe and extend upstream of the existing intake structure to the new traveling screens. The existing intake structure and screens will be demolished and removed from the Columbia River. This Project also proposes constructing a new platform (above the water) extending approximately 9 feet upstream of the existing platform to allow the Priest Rapids Hatchery (PRH) facility to maintain its water supply while the new intake and screens are constructed. The Project area includes an existing 1.5 acre gravel laydown yard, an alternate 1-acre laydown yard, and approximately 0.5 acre at the intake structure (approximately 3 acres total). The Project includes the following elements: • Grade riverbed materials (riprap, rocks, sediment, and other debris) to provide space to place the concrete foundation. • Place concrete in-water for the foundation using the tremie placement method. • Partially demolish intake structure in-water and overwater. • Construct a new 9-foot-1-inch-long by 30-foot-wide intake structure upstream of the existing platform, with bar grating and a steel-based frame. • Install two traveling screens. • Install control panel and cabinet. • Place graded riverbed materials and new gravel fill in-water around the new foundation and new intake attachment to the existing pipeline. • Restore areas disturbed by construction. The proposal also includes a Water Quality Protection Plan which includes a water quality monitoring and response plan and Biological Evaluation. Each of these documents include proposed best management practices to mitigate potential significant adverse impacts to water quality and fish species. Location of proposal:  The Project is located on Grant County tax parcel 150031000. The Priest Rapids Dam is located on the Columbia River, at river mile 397 upstream of Hanford Reach, near the community of Mattawa, Washington. The dam connects to Grant County on the left (east) bank of the river and Yakima County on the right (west) bank of the river. The PRH is located downstream of Priest Rapids Dam, on the left bank of the river with the siphon intake located on the North side of the left embankment.
