Notice of Application, Proposed MDNS, May 13, 2024 Notice is hereby given that a Site Plan Review Application and SEPA Checklist were received by Grant County on March 27, 2024 Agri-Service-David McKinnon, 3858N Garden Center Way Ste 300 Boise, ID 83703. and were found to be Technically Complete on May 7 2024. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used.] This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Best Management Practices (BMPs) shall be utilized as necessary during development and implementation of this proposal in order to minimize temporary disturbances to the subject      area, to lessen the risk of erosion, and to stabilize the site during construction. Proper erosion    and sediment control practices must be used to prevent upland sediments from entering surface water. Dust and emissions to the air will be controlled by using water on-site for dust control as needed. 3. All development shall be installed in such a manner to prevent run-off from the site from entering adjoining properties. Surface water run-off must be contained and absorbed on-site. 4. The proposed development shall not inflict upon adjacent land(s) smoke, dust, glare, dirt, steam, vibration, noise, electrical interference, excessive hazards, odors, or pollution, which exceeds applicable local, state, or federal standards. Public Notice The Quincy-Columbia Basin Irrigation District is providing public notice that it will be making aquatic herbicide treatments in 2024 by the Washington State Department of Ecology Irrigation System Aquatic Weed Control NPDES General Permit WAG991012A. Aquatic herbicide treatments normally occur between March and November of each year. Treatments will be made to most of the facilities within the Quincy-Columbia Basin Irrigation District. Boundaries extend through Grant County and parts of Adams County, including Soap Lake, Ephrata, Quincy, George, and Royal City. Herbicides for aquatic weed and algae control include copper, acrolein, endothall, fluridone, and imazapyr. Weekly treatments will be posted on the website, www.qcbid.org. Canals are on United States Bureau of Reclamation easements and are intended for authorized purposes only. Signs that notify the public of treatments have been erected at irrigation canal access points. Irrigation water is intended for agricultural purposes. Unintended uses include, but are not limited to swimming, boating, and fishing. Canals are dangerous and may be harmful to human life. City of Moses Lake Notice of Determination of Non-Significance  City of Moses Lake Unified Development Code Update  An amendment to repeal and replace the current Chapters 14, and Chapters 17 thru 20 of the City of Moses Lake Municipal Code and adoption of the 2024 Unified Development Code, Title 15.  The City of Moses Lake acting as lead agency for this proposal has determined that this proposal will not have a probable significant adverse impact on the environment. This proposal will also be reviewed for compliance with all applicable City of Moses Lake Codes which regulate development activities. Pursuant to RCW 43.21C.030(2)(c), an environmental impact statement (EIS) is not required. This determination was made following review of a completed SEPA environmental checklist and other information on file with the lead agency. This information is available to the public on request.
