CALL FOR BIDS CITY OF SOAP LAKE 2024 STREET IMPROVEMENTS Sealed Proposals will be received by the undersigned at the City of Soap Lake, 239 Second Avenue South East, Soap Lake, Washington, 98851, up to 1:00 p.m.; local time on Thursday, May 9, 2024, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct 2024 Street Improvements. Schedule A: Marinas Drive and 1st Avenue North East Improvements Schedule A provides for roadway improvements for approximately 480 LF of Marinas Drive (formerly Canna Street North) from Main Avenue East to Smokiam Park, and 420 LF of 1st Avenue NE from Daisy Street (SR 17) to Marinas Drive. The work includes, but is not limited to, pulverizing the existing pavement, excavation, grading, subgrade preparation, cement treated base, hot mix asphalt, storm drainage improvements, cement concrete curb, gutters, curb ramps, sidewalks, driveway entrances, pavement markings, utility adjustments, traffic control, miscellaneous surface restoration, and all other appurtenances required to complete the work in accordance with the attached Contract Plans, these Special Provisions, and the Specifications. Schedule B: Main Avenue West Reconstruction Schedule B provides for roadway improvements for approximately 1,200 LF of Main Avenue West from Cherry Street to Ginkgo Street. The work includes, but is not limited to, pulverizing the existing pavement, excavation, grading, subgrade preparation, cement treated base, hot mix asphalt, storm drainage improvements, cement concrete curb, gutters, curb ramps, sidewalks, driveway entrances, pavement markings, utility adjustments, traffic control, miscellaneous surface restoration, and all other appurtenances required to complete the work in accordance with the attached Contract Plans, these Special Provisions, and the Specifications.. The Work shall be substantially complete within 90 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Soap Lake, Washington. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Soap Lake” and in an amount of not less than five percent (5%) of the total Proposal amount. City of Mattawa Notice of Intent to Adopt Name of Applicant: Sun Min and Kyongmi Hwang Application Number: SUB-03-2023 HWANG Date of Applications: Annexation: 10/11/2021, Subdivision: 4/6/2023 Development Agreement: 1/3/2024 Date of Last Public Hearing: April 29, 2024, at 6:00 pm Date of Intended Adoption: May 16th, 2024, at 5:30 pm Description of Proposed Project Action and Permits: The Development Agreement is for the Hwang Subdivision and future related planning and development permits. The applicant is proposing residential development subsequent to the recently approved 21-lot Hwang Subdivision. This development agreement will apply to the 21-lots that were previously parcel #150-049-000. Other Permits Not Included, To the Extent Known: Development Agreement, City of Mattawa Building Permits, Excavation Permit, Development Application, Water and Sewer Permit. SEPA Determination: The City of Mattawa issued a Determination of Non-Significance utilizing the Optional DNS Process in accordance with WAC 197-11-355 on July 13, 2023. Requested Approvals, Actions and/or Required Studies: A Development Agreement requires a Public Hearing before the Planning Agency and City Council and approval of the City Council. The Planning Agency and City Council must find the proposal is in accordance with Revised Code of Washington Chapters 35A.14 and 36.70B, and Mattawa Municipal Code Title 17, with respect to a development agreement.
