The reports below were provided by the sheriff’s office or police department indicated. All suspects are considered innocent until proven guilty in a court of law.

Ephrata PD

June 20

Report of a suspicious vehicle in the 2400 block of Basin Street SW, Lot 35. Reporter advised a passenger car was parked in a vacant lot and wasn’t supposed to be. 

Report of drunk subjects urinating on reporter’s yard in the 100 block of H Street NE. Area was check and officers were unable to locate. No description of suspects provided. 

Officers responded to a domestic disturbance in the 10 block of Junes Court. Reporter advised that a male suspect had choked her before leaving the residence. Suspect located and was arrested for Second Degree Domestic Violence after being located on Martin Road. 

Report of a vehicle prowl on J Street NE. Reporter advised he parked his car and had last checked on it at midnight. Car had been prowled afterward. Several items were missing. 

Officers responded to a gold Ford trespassing on a property on Basin Street Southwest. The Explorer was occupied by two white males and several dogs. Reporter had asked them to leave private property but initially refused but had left by the time officers arrived. 

Noise complaint 4th Avenue SW. Reporter had complained of loud music coming from a black truck. Officers unable to locate vehicle. 

Trespassing reported in the 300 block of Basin Street SW. Reporter advised suspect was on the property and had caused issues with customers. Officers reminded suspect of trespass order and received an acknowledgment. 

Traffic collission at the intersection of Nat Washington Way and 3rd Ave. SE. Two vehicles involved. No injuries. One driver cited for Failure to Yield Right of Way. 

Call to assist parent at Walmart whose 2 year old son was locked in car with keys. Vehicle was successfully unlocked.

Report of vehicle speeding into town and driving erratically. 

Report of a suspicious person in the 1300 block of Basin Street SW. Reporter advised the person was waving arms and yelling at the air making customers feel uncomfortable. Individual was last seen on the east end of the Chukar Gas Station on a bicycle. 

Suspicious activity reported in the 1200 block of Yakima Street SE. Female seen trespassing on the property but was spooked off by a neighbor.

Call to assist Soap Lake Police Department with a domestic violation and felony warrant wherein the suspect hid inside a residence. 

June 21

Overdose. Report of female who ate a gummy and was feeling like she would pass out. Prior to arrival, reporter stated she did not need assistance from EMS or law enforcement.

Cold theft. Reporter’s bicycle trailer was stolen overnight. Reporter found and recovered it at the Bell Apartments. RP did not see anyone around. Reporter wished to report it because it was full of items that were not his when he found it. RP left the items where he found the trailer. Items gone when law enforcement checked.

Found property. Gun range. Rp reported found gun upon arrival. Gun is a .22 Cal rifle. Rifle has a silencer as well as a vortex red dot. Logged in as property. Pictures taken and uploaded to Evidence.com.

GCSO dispatched to a report of an erratic vehicle on Martin Rd. GCSO didn't respond. Suspect vehicle made it into Ephrata and traffic stop conducted. Driver was extremely intoxicated. Failed sobriety test. Driver arrested for DUI. Booked due to previous several DUIs.

Suspicious person; 1200 block Yakima St. Reporter stated he was being threatened at his apartment at the Rodeway and is staying at a friend's house. Reporter was worried someone might take his bike. Reporter put a lock on it but knows someone can just break it.

Lobby contact for fraud. Reporter advised sometime in the past 6 years unknown suspect took over her PayPal account. Reporter closed account and found unknown suspect left approximately $1,000 in the account. PayPal advising the money needs moved prior to closing the account. Reporter advised of options.

Reporter indicates that approximately 1 month ago, vehicle was prowled while at listed location on Bullfrog Road. Reporter was working with business, however, the business is no longer listening to Reporter. Reporter sent email to provide correspondence with business and also provide statement of loss.

Lockout; Short Stop. Subjects were locked out of the truck. Truck was still running with their dogs inside. Was able to get the door opened. 

Agency assist with Grant County Mental Health. Reporter requested Ephrata PD assist in attempting to contact subject for check up. Contacted the RP who advised the S was speaking through the door but was refusing to come to the door. Subject eventually came out and spoke to GCMH

Vehicle Prowl; 10 blk of F St SE. Reporter stated her wallet was taken out of her vehicle. Reporter is most concerned about getting her ID back. Reporter stated they also went through

her daughter's vehicle and took her daughter's permit ID that is no longer valid. Neighbors may have video surveillance.

Several reporters said vehicle blocking alleyway. Upon arrival, Vehicle found to have not violated EMC and was legally standing. 

Reporting party reported finding child walking around in the street. Child was in PJs and diaper.

Another concerned witness observed child in cul-de-sac of J St SE. After picking up child to head to that area, man found coming down the street. Child can now apparently reach deadbolt lock to front door. Man to install child safety locks.

Report of a noise complaint in the area of Lee Park. Reporter advised a group of teenagers were being loud and playing basketball. Contacted six male subjects at the basketball court.

June 22

Reporter wished to report his girlfriend missing. Reporter was concerned because she is off her meds and is unfamiliar with the area. Subject was located provided a courtesy ride to a hotel. Reporter was notified subject had a safe place to stay for the night.

Disturbance. Subject observed victim one and wanted to fight him. Subject attempted to instigate a fight but victim one fled and called his older brother for help. Subject followed victim one and was confronted by the brother and victim two. Subject pulled a knife and pointed it victim two telling him to back up. Subject fled when police were called.

Report of subject lying facedown on the grass with a cut on his arm. Subject was heavily intoxicated. EMS took over care and transported to Columbia Basin Hospital.

Reporter and subject got into a verbal altercation after reporter thought subject was driving eratically. Subject thought reporter was following him and was trying to ditch her. Reporter took a photo of subject’s vehicle once it parked and then they began yelling at each other. Both parties went their separate ways afterward.

Welfare check. Area checked for reporter’s son. Reporter’s son was fine. Reporter was notified her son was safe. Reporter advised her son takes drugs and does weird things. Reporter was advised to call if there is something in progress.

Vehicle Prowl in the 100 blk of F Street SE. Reporter stated she left the vehicle unlocked 6/20/24. Wallet, debit card, osha card, TWIP card and pistol were taken out of her vehicle. None of her neighbors have cameras that would have seen anything.

Report of suspicious vehicle in the Airport St SE area. RP stated they were driving up Division and turned North down J St NE and then West on 1st Ave NE. Contacted reporter that had picture of the truck (return said it was white but the truck was actually yellow). Found the vehicle parked in front of residence.

Verbal argument at the Rodeway. Male subject and female subject arguing about living situation. Female stated the male put all her stuff outside and asked her to leave. Male said they got into an argument and he asked her to leave and she took her stuff. Male has the only working key. Asked female if there is somewhere else she can stay. She said no.

Physical domestic violence. Victim and suspect are roommates and got into an argument. During the argument, suspect pushed victim and victim hit suspect. Suspect taken into custody without incident.

Agency Assist. Possible DUI coming into town on Dodson Rd. Prior to reaching the city the vehicle turned around and went southbound.

911 hang up. Reporter advised there were two subjects fighting in the alleyway. Upon arrival one of the subjects had left. I contacted first subject and his girlfriend who told me the subject was fighting his friend and everything was mutual. Subject was very intoxicated. We could not locate 2nd subject to confirm story.

June 23

Report of a possible DUI. RP reported slow speeds and lane travel violations.

Vehicle was northbound heading out of town. Attempted to catch up but was unable

to. Soap Lake PD and Washington State Patrol were advised.

Reporter requested a welfare check on subject Reporter advised officer spoke with suspect within the past 1.5 hours and she was safe.

Dog found wondering around the area. RP was able to get a leash. No chip. Told RP that we are not able to take dogs right now. RP understood. RP will be posting on Facebook to help try and find the owner.

Harassment. Reporter and subject entered a civil agreement about car payments approximately 2 years prior. Due to several circumstances, reporter has not paid subject. Subject has been asking reporter for the money for some time but recently began threatening violence. Reporter is concerned about escalation and was advised about protective orders.

Reporter called wanting a civil standby. Reporter provided paperwork via email, which was attached to files. Reporter requested standby at 1900 hours on 06/24. Time was agreed upon. Reporter to contact Ephrata PD when arriving.

Welfare Check. Report said they have not heard from since since 6/22/24 at 1839 hours. Left her residence on foot after child drop off with husband. Husband and missing person have an order between each other. His mom lives in Quincy. Had QPD check the residence and MP was not found. Family concerned due to husband and missing person having domestic violence issues.

Report of several subjects possibly trying to break into storage units under the Bell Apartments. subjects contacted were only loitering in the area waiting for a friend who lives at the apartment. No damage to the doors was observed.

June 24

Reporting Party requested a welfare check on subject who was acting as if he was on drugs in the area of 3rd Street SW and D Street SW. Officers located subject who stated he was fine.

Report of trespassing in the 700 block of Basin Street NW. Subject seen inside fenced area of Ephrata museum. Subject contacted and stated he was returning an item. Subject was advised to stay out off the property.

Reporting party indicated a white truck driven by a male along H Street SE was acting suspiciously and was last seen driving east. Several white trucks seen in the area. None suspicious. 

Report of suspicious circumstances in the 10 block of G Street NE. Reporting party advised that an unknown subject placed a box of thumbtacks in front of reporting party’s front vehicle tire. Tacks left sometime between 1600 and 0600. 

Reporting party indicated a child left an item at his house when they went to the ex’s house for visitation. Reporting party wanted officer to stand by while he meets ex to give child’s glasses. 

Disturbance reported on Ivy Street NE. Reporting party advised that she’d returned home and suspect became verbally agressive toward her, calling her names. Suspect is the respondent in an order with reporting party’s boyfriend. Foyfriend not present. Order restricts suspect to twenty foot distance to the house. Suspect possibly in violation of distance restriction. Statement provided. 

Disturbance reported in the 300 block of E Street NE. Reporter advised male subject/neighhbor was playing lout disturbing music outside his apartment. Male suspect talked about making better decisions and being a better neighbor. Male suspect stated he understood. 

Fraud reported in the 200 block of Alder Street SW. Reporting party advised fraudulent credit card activity totalling $500. Reporting party reported the fraud to the bank. Bank was requesting the reporting party also notify law enforcement. 

Trespassing reported in the 500 block of Basin Street SW. Reporting party advised male suspect was hanging around making staff feel uncomfortable. Reporting party wanted to have suspect trespassed from the property. Unable to locate suspect. 

Report of possible assault. Reporting party waived officer down and stated two suspects beat her up after she confronted them about a stolen item. Suspects interviewed and no probable cause established. 

June 25

Report of ongoing barking dog issue on E Street SE. Response delayed due to other calls. Reporting party called back and said barking had stopped and law enforcement could disregard. 

Deceased dog reported in roadway at First and G Street NW. Dog removed and disposed of. 

Reporting party called to report a protection order violation. Suspect had left the area. Reporting party said suspect came to house, entered, cooked food and left about about three hours. Reporting party had video of the suspect at the home. Reporting party said he’d told the suspect to leave and she didn’t. He called after she’d left the residence. 

Theft claim at Safeway. Suspect had placed items in a bag and left the store without paying. Officers contacted the suspect outside of the store. Reporting party did not want to press charges but asked that suspect be trespassed.

Possible theft at Oasis Park. Subjects suspected of stealing a generator. Suspects were contacted at the park and trespassed at the request of the manager. 

Reporting party called to indicate a subject missing and believed she’d gone to Moses Lake. Reporting Party concerned because of subject’s mental health issues. 

Report of possible DUI in the 1100 block of A Street SE. Reporting party advised of a gold minivan with a male driver. Vehicle last seen turning onto Yakima Street SE. Officers unable to locate vehicle. 

June 26

911 Hang up. Reporting party is known to get angry quickly. Reporter was demanding he see his daughter who were at this location. Reporter’s ex partner would not let him. Reporting party left the residence due to there being an order in place. All was fine.

Traffic problem. Reporting party said a subject in a bicycle camped out at the intersection on Road 3 NW. Reporting party later said the subject rode their bike to the library and started yelling. Subject was contacted and told to stay off the roadway. Subject is mute/deaf but was communicated by writing. Nothing further.

Reporting party reported unknown subject possibly prowling residences on Statter Road at approximately 0400 hours. Reporting party woke up and heard voices, believed to be her TV. When it was not the TV, she went to bed due to not hearing anything. She later found cigarette butt on front porch, claiming no one smokes in the residence. She was advised to call next time.

Reporting party stated there was a female subject that came up to her in her backyard on Yakima Street SE and was acting strange. Reporting party asked that female subject be trespassed from her property. Located female subject and let her know she is not to go near the address on Road 3 NW.

Suspicious activity, verbal disturbance 1100 block 3rd Ave NE. Reporting party advised someone banging on door and shooting a gun then hung up. Reporting party seen arguing with subject outside apartment when officers arrived. Reporting party went into apartment and locked door, would not speak to law enforcement.

Grant Co. Jail

June 22

Michael T. Woodruff, 55, of Moses Lake was arrested by the Moses Lake Police Department and booked into the jail for charges including Theft by Credit Card, Forgery, Theft in the Third Degree, Possession of a Controlled Substance and Possession of Another’s Identity. No bail.

Monica Donel Allyce Ford, 19, of Moses Lake was arrested by MLPD and booked into the jail on a citation and Assault in the 4th Degree. No bail. 

Amber Rose Learned, 23, of Auburn, was booked for delivery of a controlled substance, mushrooms. No bail.

Toni McCurdy, 44, of Hayden, Idaho was booked on two counts of Delivery of a Controlled Substance, LSD, and two counts of Possession With Intent to Deliver, Ketamine and LSD. No bail.

Antonio J. Parkes, 22, of Seattle was booked on two counts of Delivery of a Controlled Substance, mushrooms, one count of Possession with Intent to Deliver a Controlled Substance, mushrooms, and three counts of Possession with Intent to Deliver Controlled Substances, cocaine, Ketamine, LSD. No bail.

Alexander Raymond Parkes, 25, of Seattle was booked and charged with Delivery of a Controlled Substance, mushrooms. No bail.

Patrick Ryan Schaefer, 26, of Sammamish was arrested and booked on one charge of Disorderly Conduct. Bail set at $500. 

Vincent M. Alsept Spalding, 23, of Spokane Valley was arrested and booked on two counts of Delivery of a Controlled Substance, LSD, and two counts of Posession With Intent to Deliver a Controlled Substance, Ketamine, LSD. No bail.

Alexander David Yates, 23, of Clarkston was arrested and booked on charges including Delivery, Manufacture or Possession of Methamphetamine, and Posession, Delivery Manufacture of a Controlled Substance I, II, or III. No bail. 

Jesus Salinas Torres, 29, of Woodburn was arrested and booked on charges of Assault in the Third Degree, Disorderly Conduct and Resisting Arrest. No bail. 

Robert Christopher Higdon, 46, of Moses Lake was arrested and booked on Assault in the Fourth Degree – Domestic Violence. No bail.

Danielle Lee Flores, 35, of Ephrata was arrested and booked on a citation and for Violation of a Protective Order. No bail. 

June 24

Josue Bonilla Perez, 31, of Soap Lake was arrested and booked for Assault in the Fourth Degree – Domestic Violence. A Grant County Warrant – $1,169.80 bail. He was also held on an Orange County, California Superior Court Warrant for a parole violation and Lewd and Lacivious behavior with a Child Under 14. 

Nakia Leeon Owens, 31, of Moses Lake was booked on charges of Malicious Mischief in the Third Degree – Domestic Violence. No bail.

Creighton Dean Leonard, 37, of Moses Lake was arrested and booked on Possession of a Stolen Vehicle. No bail. He was also arrested on multiple warrants associated with alleged Driving With License Suspended and other charges. Bail totaling 4,823.10. 

June 24

Daniel Kyle Lewis, 30, of Moses Lake was arrested and booked on charges of Possession, Delivery or Manufacture of Schedule I or II Narcautics and two counts of Attempted Vehicle Prowell. No bail. 

Emmanuel Campos Morales, 21, of Mattawa was booked on two counts of Assault in the Fourth Degree and one count of Malicious Mischief in the Third Degree. Total bail for all charges: $3,000. 

Anthony Jordon Yates, 29, of Moses Lake was arrested and booked on charges of Assault in the Fourth Degree – Domestic Violence. No bail. 

June 25

George Brenden Martin, 58, of Moses Lake was arrested and booked on charges of Assault in the Fourth Degree – Domestic Violence. 

Jayri Ramirez Garcia, 21, of Seattle was arrested and booked on Assault in the Third Degree and two counts of Vehicular Assault. Bail $10,000. 

Ashley Rae Perin Sandoval, 39, of Mattawa was arrested on multiple warrants associated with Failure to Appear for Burglary in the Second Degree, Theft and Identify Theft and Forgery. Combined bail $4,500. 

June 26

Jose. M. Delgado Calderon, 26, of Quincy was arrested and booked on Assault in the Fourth Degree – Domestic Violence. No bail. 

Tiffany Amanda Long, 42, of Quincy was arrested and booked for Failure to Appear for a DUI case in Grant County District Court. Bail $50,160.

DeVon Michael Ribbke, 25, of Ephrata was arrested and booked for Driving Under the Influence. No bail. 

June 27

Michael Kevin Herrera, 40, of Moses lake was arrested and booked on a Grant County Superior Court Warrant, Attempting to Elude Pursuit, a Department of Corrections Warrant for Assault in the Third Degree and another for Possession of a Controlled Substance. No bail. 

Moses Lake PD

June 21

Report of a deer being struck by a vehicle on Sr 17 North. Vehicle severely damaged. Officers dispatched the deer to ensure it did not suffer further.

Request for a welfare check on a family member led to the discovery of a deceased woman at a residence on W. Wall Street. Medics confirmed and death appeared to be of natural causes. 

June 22

Reporting party indicated two males were seen chasing a female who was attempting to damage a vehicle. Female was screaming and attempted to drive away in a white car.

Report of loud music on W. Electra Street. 

Lost wallet located at Neppel Landing. Wallet logged into property holding. 

Report of stolen license plate at Walmart while owner of vehicle was shopping inside. 

Report of domestic violence at an apartment complex on E. Craig Street. Officers placed female under arrest for assault. 

Report of a fence being tagged with graffiti on W. Charlotte Street. Photos taken and logged into evidence. No suspects. 

Report of stolen bikes from the back of a truck in the 2800 block of W. Driggs. 

June 23

Call to assist Moses Lake Fire Department with an overdose incident. Officers responded, identified subjects and destroyed drugs. 

Report of trucks blocking the road on W. Maple Drive. Officers contacted subjects who were part of a truck/car club and were taking photos of vehicles in the dead end portion of the street and not obstructing traffic. 

Report of a female suspect concealing items in her purse at Walmart. Officers located and trespassed suspect for two years. Business opted not to press charges. 

Report of disturbance on S. Clover Drive. Suspect kicked a vehicle and left a dent. Suspect booked into Grant County Jail for Malicious Mischief in the Third Degree - Domestic Violence. 

Report of a two-vehicle non-injury collision in the Safeway parking lot. First vehicle was backing out of a parking space and collided with second vehicle. Parties exchanged information. 

Report of a juvenile with a knife stabbing a building in the 400 block of Ridge Road. Officers arrived on scene and spoke with the juvenile. Stated he did not have a knife and it was in his bag. Juvenile said he was not stabbing the building but holding the knife when he took it out of his backpack. Knife was removed from his possession and stored so that parents could claim it. 

DUI in the 1100 block of N. Stratford Road. Suspect was arrested for DUI, felony harassment and five warrants. 

Report of a burglary on E. Craig Drive. A bedroom window had been broken and a video game console stolen. 

June 24

Reporting party on N. Manzanita Street advised that her daughter didn’t come home from a date and wouldn’t answer the phone. Date’s vehicle was located at a motel. Officers found the room and contacted both the daughter and her date and daughter advised she was not in danger. No crimes. No issues. 

Report of homeless subjects digging in garbage in the 500 block of Wheeler Road by Jack in the Box. Subjects were gone when officers arrived. 

Report of a wrong way driver on I-90 heading westbound in the eastbound lane. Washington State Patrol stopped the vehicle before it got into the city of moses Lake. 

Reporting party indicated a juvenile walking in parking lot in the 800 block of Stratford Road barefoot. Officers contacted the juvenile and his father. Family is homeless and living in their vehicle. Juvenile advised he was walking and talking on the phone because he needed some alone time. Child was under supervision of parent and not in danger. Nothing further. 

Report of a suspect harassing customers at a business in the 1600 block of W. Broadway Avenue. Officers contacted suspect and trespassed him from the property. 

Report of suspicious subject in a vehicle on W. Northshore Drive. Officers responded and contacted subject who advised he was meeting someone to buy something. Subject decided to leave without issue. Officers contacted the reporting party who advised this has become a common occurrence with their newest neighbor. 

Report of an intoxicated male in the 700 block of N. Stratford Road who was vomiting outside of his vehicle. Officers contacted the subject who was not driving and did not want to. He was attempting to get an Uber ride to a motel. 

Report of neglected chickens on N. Florida Drive. Officers responded and observed animals in good condition. 

Reporting party in the 600 block of N. Stratford Road indicated a juvenile had come into the business and reported he’d left his cell phone at the business. Reporter advised no cell phone was located or turned in by a customer. 

Reporting party called and advised he was stranded in Moses lake at the intersection of I-90 and Hansen Road NE after being transported from The Gorge for a medical emergency. Officers aided in getting subject water and food and gave him a courtesy ride to a safe location where he could contact family and get a taxi to his vehicle. 

Report of a homeless sjubject trespassing at Inland Body & Paint on W. Browadway Avenue. Subject was refusing to leave. Subject trespassed from property. 

Report of failure to follow a custody arrangement at a residence on W. Century Street. 

Reporting Party said ex boyfriend keeps showing up to her room at a location in the 900 block of W. Broadway Avenue. Officers advised her to get a protection order if she feared for her safety.

Report of two brown pit bulls running free on S. Harborview Street. Officers were unable to locate the animals. 

Report of suspect attempting to walk out of Walmart without paying for merchandise. Reporting party requested suspect be charged with theft. 

Domestic violence call on E. Broadway Avenue. Suspect arrested and charged with Assault IV – Domestic Violence. 

Fraud reported by a resident on N. Grape Drive. Reporting party said she had received a text allegedly from the postal service about a missed delivery for a package. They requested she provide her address and credit card number. She provided the information and did not receive package, leading her to believe it was a scam. Officers provided her with information on avoiding scams. 

Report of a vehicle prowl and stolen property on W. Ivy Avenue. Watches, purse and personal items taken. Stolen property form completed and video received.

Reporting party on E. Broadway Avenue indicated they wanted homeless subjects frmoved from property. Several were contacted and advised to leave. 

Burglary reported at restaurant in the 400 block of S. Melva Lane. Forced entry at the address. Video footage found and one person of interest identified. 

Mother reported that her son showed up in the middle of the night at a location on N. Mississippi Drive and appeared to be under the influence of drugs. Subject caused damage inside home and fled when law enforcement was contacted. Unable to locate subject. 

Report of intoxicated subject on W. Driggs Drive who was vomiting and struggling to keep balance. Officers unable to locate. 

June 25

Reporting party and daughter called to advise of animal clinic not releasing their pet cat after treatment. Officer spoke with clinic who advised the female had agreed to pay for medical bills but later requested to pay via payments. Animal vet had payment policy signs well posted throughout the office lobby. Advised father and daughter that the matter was a civil issue. 1100 block of W. Broadway. 

Report of a verbal argument between roommates over rent issues and usage of tool shed at a residence on E. 7th Ave. 

Reporting party from Pennsylvania requested welfare check on two family members in Mae Valley area whom they had not heard from and believed were addicted to drugs. Later discovered that the subjects were living in the county and the Grant County Sheriff’s Office was requested to conduct the welfare check. 

Vehicle alarm reported at the intersection of W. Cascade Avenue and S. A Street in Moses Lake. Officers responded and observed male and female who where in the area. Male appeared to be having an episode. Female was uninvolved. 

Reporting Party found an older male in broken down vehicle on Vince Road NE who appeared disoriented. Reporting party was able to return the subject to his residence after reviewing his ID. Officers contacted the subject and his son at their residence. Officers were advised that the father has dementia nad left the house while everyone was asleep.
