CALL FOR BIDS CITY OF EPHRATA RESERVOIR 6 AND WELL 10 IMPROVEMENTS ENGINEER’S ESTIMATE $8,000,000 Sealed Proposals will be received by the undersigned at the City of Ephrata, 121 Alder SW, Ephrata, Washington 98823, up to 10:00 a.m.; local time on Wednesday, June 19, 2024, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Reservoir 6 and Well 10 Improvements. The work specified in this Section consists of furnishing all labor, materials, and equipment necessary for construction of the Reservoir 6 and Well 10 Improvements, as shown on the Plans, and hereinafter specified. The work shall include, but not be limited to, the following:   Site preparation and construction of 2.2 million gallon steel drinking water reservoir structure with replacement Wellhouse 10 structure. Install all piping and appurtenances, mechanical, electrical, and structural components to operate one 600-hp pump to connect to the City water system. Sitework to include graded gravel surfacing, infiltration pond and perimeter fence. Test and commission completed system. The project also includes an additive for the additional cost to construct a 68-foot diameter standpipe and foundation. The Work shall be substantially complete within 260 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Ephrata, Washington. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Ephrata” and in an amount of not less than five percent (5%) of the total Proposal amount. All work on the project shall be subject to the higher of the State or Federal wage rates. Where federal wages apply, the Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Buy America Build America (BABA): Recipients of an award of Federal financial assistance from a program for infrastructure are hereby notified that none of the funds provided under this award may be used for a project for infrastructure unless:  (1) all iron and steel used in the project are produced in the United States--this means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States;  (2) all manufactured products used in the project are produced in the United States—this means the manufactured product was manufactured in the United States; and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation; and  (3) all construction materials44 are manufactured in the United States—this means that all manufacturing processes for the construction material occurred in the United States.  The Buy America preference only applies to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment, and supplies, such as temporary scaffolding, brought to the construction site and removed at or before the completion of the infrastructure project. Nor does a Buy America preference apply to equipment and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or within the finished infrastructure project, but are not an integral part of the structure or permanently affixed to the infrastructure project. The work specified in this Section consists of furnishing all labor, materials, and equipment necessary for construction of the Pressure Zone 5 Improvements, as shown on the Plans, and hereinafter specified. The work shall include, but not be limited to, the following:   Site preparation and construction of 971 SF booster station building, reinforced concrete generator pad for 125-kW generator, dry well. Install all piping and appurtenances, mechanical, electrical, and structural components to operate two 25hp booster pumps that connect to the City’s existing drinking water system. Sitework to include graded gravel surfacing, and perimeter fence. Test and commission completed system. Install all piping, appurtenances, and structures for three 6-inch pressure reducing stations and connections to the existing City drinking water system. Sitework to include removal and replacement of typical street, curb and gutter, and sidewalk sections. VOLUNTEER OPPORTUNITY  The Moses Lake City Council has one vacancy on the Parks, Recreation, and Cultural Services Advisory Board. Qualified applicants must reside in the corporate limits of the city. The purpose of the Parks, Recreation and Cultural Services Advisory Board is to review and make recommendations to the Moses Lake City Council, City Manager, and Director to needs including: formulation of policy and plans for development, management and operation of the City parks and recreation program, promoting parks, recreation and cultural services programs to the community, setting standards for park maintenance, coordinating museum exhibits and activities, setting goals for short-term and long-term future of the City’s museum and park system, serving as citizens’ input concerning parks, recreation, and cultural services, generally, and monitoring and evaluating the park system and museum activities.  The Parks, Recreation and Cultural Services Advisory Board is composed of seven members appointed by a majority vote of the City Council without regard to political affiliation. Meetings are held the 2nd Wednesday of the month at 6:00 p.m. in the Council Chambers. The current vacancy will be for an unexpired term due to end December 31, 2025.
