PUBLIC NOTICE Draft Environmental Assessment for the Group14 Technologies – Battery Active Materials Factory in Moses Lake, Washington (DOE/EA-2220D) The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) proposes to provide cost-shared funding to Group14 Technologies, Inc. for its planned commercial-scale facility to produce a lithium-ion battery anode material for the growing electric vehicle (EV) market in Moses Lake, Washington. The proposed project site includes construction of up to six process module buildings for production of the anode material. Other supporting buildings would include an administrative building, operations building, utility building, solid waste storage building, and nitrogen plant. Installation of parking, stormwater infiltration pond, wastewater conveyance, various utilities, and other associated facilities would be constructed to support operations. Once operational, the six process modules would be expected to produce 12,000 metric tons per year of anode material. DOE prepared the Draft Environmental Assessment (Draft EA) to evaluate the potential environmental consequences of providing financial assistance to Group14 Technologies, Inc. for its proposed project. DOE invites public comments on the Draft EA for a period of 30 days starting with publication of this notice. The Draft EA is available for review at the Moses Lake Public Library, 418 East 5th Avenue, Moses Lake, WA 98837, 509-765-3489. NOTICE OF PRIMARY ELECTION    NOTICE IS HEREBY GIVEN, that on Tuesday, the 6th of August 2024, a Primary will be conducted entirely by mail for all of Grant County. The purpose of this primary is to nominate the top 2 candidates from each contest for the General Election, to elect new County Commissioners, Precinct Committee Officers, and to approve and adopt or to reject local ballot propositions. Ballots for this primary will be mailed to all qualified voters on July 17, 2024.  VOTER REGISTRATION DEADLINES: Pursuant to RCW 29A.08.140, the registration deadlines for all precincts within the districts voting in the Primary will be as follows:   Online or by mail: Last day to register or update registration online or by mail is July 29, 2024 (Registrations must be received by the Auditor’s Office by this date).
