CITY OF SOAP LAKE SHORELINE MASTER PROGRAM FINAL ACTION  PUBLIC NOTICE The Washington State Department of Ecology (Department) hereby provides notice, as required by the Shoreline Management Act (RCW 90.58.090(8)), that the Department has taken final action and approved amendments to the City of Soap Lake (City) Shoreline Master Program.  This action completes the City’s periodic review under RCW 90.58.080(4).   Per RCW 90.58.090, the effective date of the City’s Shoreline Master Program amendment is January 16, 2024.  Per RCW 90.58.190(2) and RCW 36.70A.290, petitions of appeal must be filed with the Growth Management Hearings Board within 60 days of publication of this notice. CALL FOR BIDS CITY OF WARDEN LIFT STATION 1 IMPROVEMENTS ENGINEER’S ESTIMATE $619,000.00 Sealed Proposals will be received by the undersigned at the City of Warden, 121 South Main Street, Warden, Washington 98857, up to 10:00 a.m.; local time on Tuesday, February 6, 2024, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Lift Station 1 Improvements. The scope of work includes installation of two new submersible, centrifugal pumps, piping, and related appurtenances in the existing wet well, new water service, new fence and retaining wall, new generator, and electrical improvements required for a complete and workable lift station. The Work shall be substantially complete within 80 working days after the commencement date stated in the Notice to Proceed.  All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, Warden City Hall, Washington. The Proposals will be publicly opened and read aloud shortly after the time and date stated above.  Proposals are to be submitted only on the form provided with the Bid Documents.  All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Warden” and in an amount of not less than five percent (5%) of the total Proposal amount. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Buy-American Requirement of P.L. 113-76 Consolidated Appropriations Act of 2014 for American Iron and Steel apply to this project.  A mandatory DBE goal has not been assigned to this project; however, the Contractor shall comply with the DBE compliance efforts in the SRF specifications. Financing of the Project has been provided by City of Warden, Washington, and the Washington State Department of Ecology.  The City of Warden expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal.
