Notice of Application and Public Hearing: February 23, 2024. Notice is hereby given that a Conditional Use Permit and SEPA application were received by Grant County on January 3, 2024, from Quincy Valley Solar, LLC and Quincy Valley BESS, LLC (Designated Contact: Sophie Kiepe, 222 2nd Ave S, Nashville, TN 37201) and were found to be Technically Complete on February 8, 2024. DESCRIPTION: The project is a Conditional Use Permit and SEPA application for review of the applicant’s proposal to allow for the construction, operation, maintenance, and decommissioning of a utility-scale solar energy facility and BESS. The solar PV system will be composed of photovoltaic modules that convert the sun’s radiant energy into electricity. The modules will be mounted on horizontal single-axis tracking racks that rotate from east to west to track the sun over the course of each day. The modules will be electrically connected in series strings to achieve a system DC design voltage. Cables from the module strings will be buried in trenches and combined with DC combiner boxes located strategically throughout the field. The DC combiners will connect multiple arrays in parallel, from which point the electricity will be conducted via cables to the inverters, which convert the DC power generated by the modules to grid-synchronized AC power. Step-up transformer(s) will raise the inverter AC output voltage, and the Project’s output will pass through an AC collection system to the Quincy Valley Solar substation and ultimately to the Point of Interconnection (POI) at the existing GPUD 230KV Rocky Ford – Columbia transmission line that runs through the Project Area.
