Draft Environmental Assessment for the Sila Nanotechnologies - Moses Lake Auto-Scale Silicon Anode Plant Project, Moses Lake, Washington (DOE/EA-2214D) The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) proposes to provide cost-shared funding to Sila Nanotechnologies, Inc. (Sila Nanotechnologies) for its planned Moses Lake Auto-Scale Silicon Anode Plant project in Moses Lake, Washington.  Sila Nanotechnologies proposes to construct a silicon anode manufacturing facility to support up to 2,300 tons per year (tpy) of production capacity. The proposed project would consist of two phases: Phase 1 includes installation of facility infrastructure and equipment to support up to 300 tpy of production capacity, while Phase 2 includes installation of additional equipment to expand production capacity up to 2,300 tpy. The two phases will run concurrently once both are constructed. The Sila Nanotechnologies factory would enable the sourcing of critical battery materials from within the U.S. and reduce the dependence on foreign material suppliers. The proposed project would engage the local workforce and make a positive contribution to the local economy of Moses Lake, while significantly strengthening the U.S. lithium-ion battery industry. DOE prepared the Draft Environmental Assessment (EA) to evaluate the potential environmental consequences of providing financial assistance to Sila Nanotechnologies for its proposed project. NOTICE: ANNOUNCEMENT OF AVAILABILITY OF APPLICATION FOR STATE WASTE DISCHARGE PERMIT AND   SEPA DETERMINATION Permit Number: ST0008118 Applicant: Central Washington Wine Production Group (CWWPG) Facility Address: 22132 Road T.7, Mattawa, Washington 99349 State Waste Discharge Permit: CWWPG has applied for renewal of a State Waste Discharge Permit (Permit) in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-216 Washington Administrative Code (WAC). CWWPG owns and operates a wine grape processing facility, and under the current permit is allowed to discharge process wastewater to the Port of Mattawa POTW with a maximum daily flow limit of 20,000 gallons per day (gpd). The permit also allows the application of non-crush process wastewater via dust suppression with a limit of 2,000 gpd. The renewal application proposes a discharge of industrial wastewater to ground by land treatment. Which would allow process wash water to be pumped to settling ponds, and pumped to a BIDA® treatment system and storage pond prior to land treatment. CWWPG will no longer discharge to the Port of Mattawa. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. The Department of Ecology (Ecology) is proposing to renew the permit and is hereby issuing public notice of its intent. Interested persons can submit their name, address, and comments regarding this permit to the address below. Description of the Proposal: The Central Washington Wine Production Group (CWWGP) wastewater treatment system consists of three storage ponds, small control unit shed and a 3,600 square foot worm bed. There are two 200,000 gallon storage ponds before the worm bed to settle solids and provide buffer capacity for the system. The wastewater is then pumped into an equalization tank that feeds the worm beds. The BioFiltro worm beds are a biological treatment system that uses wood media and worms to remove BOD and TSS from the wastewater. The treated water is then stored in 1,000,000 gallon storage ponds prior to the land treatment system. Determination of Nonsignificance (DNS): Ecology, as SEPA lead agency for this project, issued a DNS on February 20, 2024 for the proposal described in this notice. After review of a completed Environmental Checklist and other information on file with the agency, Ecology has determined this proposal will not have a probable significant adverse impact on the environment.
