“The Department of Ecology will issue the Final Statewide General Permit for Biosolids Management on January 2, 2025. The permit will be effective on February 1, 2025. The permit applies to all treatment works treating domestic sewage operating within state jurisdiction. A copy of the final permit, as well as a response to comments received on the SEPA Determination of Nonsignificance and the Draft General Permit can be found at https://ecology.wa.gov/Biosolids-permit-actions. The Draft General Permit response to comments includes an explanation of changes made and the principal reasons for adopting the changes. New facilities and those with active management programs must submit a permit application by April 2, 2025, conduct SEPA review and public notice, and notify interested parties as required. They may also be subject to more stringent requirements as a condition of final approval of coverage. A list of applicable facilities is available at https://ecology.wa.gov/Biosolids-permit-actions. La Junta de Audiencias de Control de la Contaminación de Washington (PCHB, por sus siglas en inglés) determinó que la Determinación de Impacto Insignificante (DNS, por sus siglas en inglés) emitida para este Permiso General en 2021 era deficiente, y ordenó a Ecología revisar la DNS e incluir información específicamente relacionada a las PFAS, los PBDE y los micro plásticos. Después de resolver los asuntos delineados en el dictamen de la PCHB, y de considerar los comentarios sobre la DNS, Ecología decidió volver a emitir el permiso general.
