The reports below were provided by the sheriff's office or police department indicated. All suspects are considered innocent until proven guilty in a court of law.  

Ephrata PD 

Dec. 19 

Anonymous report of animal cruelty in the 1000 block of Third Ave. NE. Caller advised three dogs are overweight and never leave apartment. Officers arrived and found dogs in good health and well taken care of.  

Report of cold hit and run in 100 block of C Street NW. Reporter advised his vehicle was hit at about 1 p.m. at parking lot of Senior Center on Dec. 18.  

Domestic violence call on F Street SE. Suspect assaulted ex while she was trying to leave residence. Suspect taken into custody and arrested without incident.  

Lobby visit at Ephrata PD with cold civil issue. Reporter wanted to report that ex did not want to pay her $1,500 back. Reporter said she let her ex borrow money about two years previously. 

Third-party report of cold theft in 1800 block of Basin Street SW, Best Western parking. Employee called to report that a guest’s construction tools were stolen from a company vehicle the night of Dec. 17 or early morning of Dec. 18. Total value about $1,500.  

Reporting party asked that an old dump truck pup trailer left at a storage facility for an extended time be addressed.  

Traffic violation near Grant County Courthouse with vehicle blocking bus stop. Responding officer asked that vehicle be moved. 

Call to assist Renew in the 100 block of Third Ave. SW. Renew had a pickup order on a female subject and asked for assistance. Female had left with Renew staff upon arrival.  

Report of suicide threat in the 1400 block of Basin Street SW. Reporting party advised husband was upset and had said repeatedly that he wanted her to allow him to kill himself. Wife requested law enforcement contact husband. Renew called in to provide support.  

Report of a trespassed individual stealing from a business. After being read Miranda rights, suspect refused to talk. Suspect booked without incident for burglary in the second degree. Large bag with suspect’s property filed in evidence. Bag of paraphernalia with a minute amount of controlled substances weighed and filed for destruction.  

Call to assist Quincy PD. QPD advised they had a suspect resisting. Grant County Sheriff’s Office also responded.  

Dec. 20 

Report of suspect stealing food from deli. Reporting party advised the theft has been recurring for a month. Total loss of about $150. Suspect was trespassed for two years and provided with citation for theft in third degree. Reporting party to provide video evidence. 

Reporting party indicated he had received a package sent to his deceased wife; he was concerned because his wife had passed away in 2020. Reporting party went to Walmart to return package and Walmart did not provide full credit card number used. Reporting party believes it is somehow fraudulent. Documented and incident number provided.  

Elderly reporting party said someone called her and knew all of her information except her number for Medicare. She did not provide that information. Provided info on preventive measures to protect identity and benefits. 

Officer reported coming upon a crash at the intersection of SR 282 and 206. No injuries. Both parties exchanged info. 

Lost wallet found in Walmart parking lot. Loss prevention staff at the store said they would check to see if cameras indicated where wallet had gone. Reporting party informed officer they had asked inside Walmart and wallet had not been turned in.  

Traffic stop for negligent driving at about 3 p.m. near Ephrata high School. Juvenile suspect had no ID, no insurance and no registration. Juvenile was found to be suspended and was cited for driving while license suspended in third degree and negligent driving in the second degree. Given verbal warnings for other offenses and released to mother.  

Subject stopped for tabs that had expired in 2022. Driver had expired license and registration. Driver cited for driving with license suspended in third degree, no insurance, and expired registration. Cited and released. Advised not to drive.  

Report of a parenting plan violation. Reporting party wants case report as he was supposed to have his child that weekend and mother was a no show.  

Grant County deputy located suspect’s vehicle associated with a Moses Lake PD domestic violence case. GCSO had suspect in custody prior to Ephrata PD officer’s arrival.  

Reporting party advised her son had gone to Quincy and smoked marijuana with a friend and wanted to press charges. Quincy PD contacted and asked to call reporting party. 

Response to physical fight at about 9 p.m. Parties were dispursed or had fled scene prior to officers’ arrival. No willing or cooperative victims identified. No action taken.  

Dec. 21 

Suspect pulled over on D St. NE after multiple U-turns. Suspect’s plates were expired in April 2024 and license suspended due to an alcohol offense. Officer later saw suspect driving to Walmart, stopped and cited for driving without a license.  

Report of a verbal domestic violence incident at about 9 a.m. Report of people screaming and hitting walls. Officers arrived on scene and spoke with female subject who said it was child screaming. Female subject said child was screaming and throwing things at wall. No sign of domestic violence observed.  

Officer dispatched to G Street NE on speeding vehicle report. Reporting party said a black Toyota Camry was speeding in the area. Unable to locate vehicle.  

Traffic stop for suspect driving with license suspended on Sixth Ave. SE. Driver cited for driving with license suspended and window tint exceeding allowable. Passenger took over driving.  

Officers responded to Safeway for a male suspect yelling, screaming and threatening murder. Officers found suspect was having a mental health episode. Suspect agreed to get back on medication and stop yelling so he did not have to go to jail. Suspect walked to bus stop afterward.  

Officer dispatched to Mocliff Road for an open door. Searched house and was clear. Reporting party locked front door.  

GCSO requested Ephrata PD check for possible red passenger car for DUI. Checked area on Dodson Road. Unable to locate. GCSO notified.  

Animal control report on D Street NE. Reporting party indicated neighbors’ dog was chasing and killed a chicken that morning around 10 a.m. Contacted the animal’s owner who said a lady had said her dog attacked his chicken and brought it back. Dog owner corroborated story. Dog owner was able to show dog was a service animal.  

Report of male subject yelling, screaming and cursing behind Time Out Pizza. Officers located suspect under a pine tree, spoke with suspect and calmed him down. Booked into jail under arrest for disorderly conduct.  

Report of stray dog on Dodson near roundabout. Husky located. Unable to read chip.  

Report of a vehicle driven erratically near C Street and Third Ave. SW. Reporting party was unable to provide plate number. Unable to locate vehicle.  

Report of road rage issue shortly before 8 p.m. Reporting party stated subject honked at her, then followed closely behind flashing high beams. Reporting party thought subject had followed her into Walmart parking lot, but subject was gone when officers arrived.  

Report of a subject attempting to open resident’s front door. Subject contacted and said he believed he was at his son’s residence. Subject assured he was incorrect and son was contacted and responded. Daughter also responded and took subject to her home. Subject locked keys in car. Vehicle unlock form completed and vehicle unlocked. Daughter came to retrieve vehicle.  

Report of audible alarm. Alarm found to be loud fire alarm homeowner placed on outside of home. Elderly homeowner did not realize how loud alarm would be and placed it outside when it went off in the house the past two days. Alarm turned off for homeowner.  

Report of trespassing at Safeway. Reporting party called to advise suspect was in store and was previously trespassed. Reporting party said subject did not take anything. Had only talked to someone in the store and left. Reporting party opted to press charges.  

Dec. 22 

Graffiti located on white and orange dead end marker. Photo taken. Graffiti is blue and states “.SLOENER...FANG!” 

GCSO request for assistance near Hwy. 282 and Road 19 NW for possible fight. Female subject contacted and advised all was fine.  

Ephrata PD dispatched to Ivy Street SE for disturbance. Multiple officers arrived and spoke with reporting party and suspect. Reporting party said suspect was causing a disturbance and that the suspect was not wanted there and did not live there. Suspect had crashed her car and Washington State Patrol had dropped suspect off because she had district court the next morning.  

Dec. 23 

Ephrata PD assisted GCSO with attempted break in. Unable to locate suspect.  

Reporting party requested assistance for planned child exchange on Dec. 26.  

Report of nuisance in the 1000 block of A Street SE. Area of the railroad tracks. Reporting party advised a male suspect was throwing garbage on the tracks. Suspect contacted and advised he was taking tumble weeds off tracks. Suspect advised to stay off tracks.  

Lobby contact at Ephrata PD regarding cold collision. Reporting party advised a vehicle making a right turn from Third Ave. SE going south had collided with drivers’ side bumper of vehicle.  

Report of stolen license plate outside of Ephrata. 

Report of cold threats in 1200 block of Yakima Street SE. Reporting party advised someone tagged her back yard fence and threatened her son. Reporting party said it was unknown who tagged fence.  

Reporting party said items found in trash can that did not belong to them.  

Report of noise disturbance in the 10 block of D Street SE. Unable to locate subjects responsible.  

Report of 14-year-old boy running away. Subject had been leaving the house throughout the weekend for longer than parents allowed. Son last left before reporting party called 911. Runaway report signed but subject returned home prior to report being filed with MACC.  

Suspicious person reported in the 1200 block of Yakima Street SE. Reporting party advised juvenile in the area messing with vehicles. Probable cause established for malicious mischief in the third degree. Suspect arrested and booked.  

Report of an assault in the 10 block of Pioneer Ave SE. Reporting party advised juvenile had assaulted someone down the street. After contacting juvenile, suspect began swinging at law enforcement. Probable cause established for assault in the third degree. Suspect arrested and charged.  

Report of suspicious vehicle and person. Vehicle parked at about 8 a.m. Person then walked around area. Area patrolled regularly during shift as time allowed.  

Grant Co. Jail 

Dec. 20 

James Eugene Bortz, 56, Moses Lake. Arrested and booked on Dept. Of Corrections warrant. No contact order violation and failure to report.  

Ryin William Jensen, 28, Moses Lake. Booked on burglary in the second degree and in association with Grant Co. District Court warrants for failure to appear, criminal trespass in the first degree, theft in the third degree. $10,160 bail set.  

Jesus Terrazas Barrera Cruz, 34, Quincy, arrested and booked for attempted residential burglary, resisting arrest and Grant Co. District Court warrant for Malicious Mischief in the third degree, domestic violence and criminal trespass in the first degree.  

Rafael Vargas, 28, Moses Lake. Arrested and booked on rape in the third degree with other charges including assault in the fourth degree with sexual motivation. No bail.  

Ross Lee Halverson, 29, Ephrata. Arrested and booked on assault fourth degree. No bail.  

Maxwell S. Homer, 32, Moses Lake. Arrested and booked on charges of dealing in depictions of a minor engaged in sexually explicit conduct in the first degree (five counts) and voyeurism in the first degree (two counts). No bail.  

Cory Ray Campbell, 42, Moses Lake. Arrested and booked on robbery in the second degree and theft of a motor vehicle with lesser charge of assault in the fourth degree – domestic violence and interfering with reporting domestic violence.  

Joseph James Koziol, 53, Moses Lake. Arrested and booked on outstanding warrant from Ferry County Superior Court. $10,000 bail set.  

Dec. 21 

Katie Marie Patrick, 46, Moses Lake. Arrested and booked on charges of assault in the second degree – domestic violence. No bail.  

Gerardo al Iraheta Juarez, 35, Ephrata. Arrested and booked on harassment with previous convictions or threats to kill in the fourth degree. No bail.  

Bethany Rose Groth, 38, Moses Lake. Booked for failure to appear in Grant Co. District Court. Bail set at $50,160 cash or bond.  

Leslie Rae Armstead, 34, Grand Coulee. Arrested and booked on assault in the fourth degree – domestic violence and resisting arrest. Bail set at $1,000 cash or bond.  

Carly Elizabeth Craft, 43, Seattle. Arrested and booked for forgery with lesser charges including theft in the third degree and possession of a controlled substance. No bail.  

Gregory Dennis Field, 44, Marysville. Arrested and booked for forgery with lesser charges including theft in the third degree and making false or misleading statements to a public servant. No bail.  

Victor Javier Rosales, 27, Moses Lake. Arrested and booked for disorderly conduct. Bail set at $500.  

Juan Jose Gonsalez, 38, Moses Lake. Arrested and booked on charges of delivery of fentanyl and Grant County District Court case – failure to appear and operating a vehicle without ignition interlock. Bail set at $1,346.20. 

Devon Ray Knaus, 27, Moses Lake. Booked on Grant Co. Superior Court bench warrant for two counts of retail theft in the third degree and two counts of burglary in the second degree. No bail.

Dec. 23 

Kurtis Wayne Larson-Tungate, 41, Moses Lake. Arrested and booked for attempted burglary in the second degree with lesser charges for vehicle prowling in the second degree and attempted vehicle prowling in the second degree. No bail.  

Calvin Dennis Phillips, 38, Moses Lake. Arrested and booked for attempted burglary in the second degree with additional charges of vehicle prowling in the second degree and attempted vehicle prowling in the second degree. No bail.  

Daniel Bennett Clark, 59, Moses Lake. Arrested and booked on criminal trespass in the first degree. $1,000 bail. 

Deyasha Jenece Ortega, 19, Arrested and booked on charge of criminal trespass in the first degree. $1,000 bail. 

Alfonso Cerda Salazar, 56, Quincy. Arrested and booked on assault in the fourth degree – domestic violence and resisting arrest. No bail. Also held for Grant County District Court warrant. Bail set at $10,169.80.  

Timothy Lochan Brockman, 77, Soap Lake. Arrested and booked for DUI. No bail.  

Myiana Ludra Greenway, 34, Moses Lake. Arrested and booked on Grant Co. Superior Court warrant. Failure to appear on charges of burglary in the second degree and theft in the third degree. Bail set at $1,073.10.  

Tyler James Dionne, 32, Moses Lake. Arrested and booked on charges of assault in the fourth degree – domestic violence. No bail.  

Dorteo Becerril Mendoza, 25, Quincy. Arrested and booked on four Grant County District Court warrants for failure to appear on DUI and related charges. Total bail for all charges $14,125.30.  

David Faapaiaga Levi, 29, Moses Lake. Arrested and booked on two counts of assault in the fourth degree – domestic violence and Malicious mischief in the second degree – domestic violence. No bail.  

Dec. 24 

Patrick James Latimer, 46, Moses Lake. Arrested and booked on assault – domestic violence in the second degree. No bail.
