The contracting program began in 1975 when the Quincy Subarea was established under Washington State ground water management regulations. The Quincy Ground Water Subarea is described in Washington Administrative Code 173-134A-040. Subarea withdrawals are authorized for lands underlain by artificially stored ground water described in Department of Ecology Docket No. 74-722, signed January 8, 1975.
