The decision is based on the following findings: • An extensive amount of environmental information was collected from previous adjacent Microsoft MWH SEPA projects. • The applicant stated that a Construction Stormwater General Permit will be applied for through Ecology. • The applicant stated that a Temporary Erosion and Sedimentation Control Plan will be prepared and implemented to reduce/control erosion. • The applicant stated that MWH08 will follow the existing MWH Spill Prevention, Control, and Countermeasures plan developed for the MWH campus. • There are no year-round or seasonal streams, saltwater, lakes, ponds, or wetlands within ~300ft of the project site or in the immediate vicinity. • Water will not be withdrawn from a well for any purpose, and water will not be discharged to groundwater. • Onsite stormwater runoff from impervious surfaces will be collected and transported via a system of curbs, swales, ribbon drains, catch basins, and underground storm drainage pipes to an onsite retention, infiltration, evaporative, and water quality facility. • Mechanical cooling discharge will be discharged via pumps to the Quincy Water Resue Utility, with an estimated clearwater discharge of 3.51 million gallons per year. • No designated plant/animal habitats occur in the project area • Rooms containing batteries will be continuously exhaust-ventilated by main and standby exhaust fans to maintain hydrogen concentration levels below the International Mechanical Code limit. • Used batteries will be removed from the site and recycled or properly disposed of as required by law; spill residue will be removed from the site by an approved waste remediation vendor. • Bulk storage of No. 2 diesel fuel will be in aboveground, double-wall containment, thermally protected steel storage tanks located in an exterior equipment yard as per National Fire Protection Association (NFPA) standards. • The site’s current zoning and land use are City Industrial (G-I). Specifically, it is an existing data center campus. Adjacent properties are Agricultural—apple farming and processing. This proposal will not affect the land uses of nearby properties in any way.
