NOTICE OF PUBLIC COMMENT PERIOD AND MEETINGS Joint Scoping for Utility-Scale Solar Energy and Utility-Scale Onshore Wind Energy Programmatic Environmental Impact Statements The Department of Ecology (Ecology) invites you to comment on the scope of two programmatic-level environmental reviews of utility-scale solar energy facilities and utility-scale onshore wind energy facilities in Washington State. Ecology is seeking comments on what should be included in the study, project alternatives, and mitigation. Programmatic Environmental Impact Statements (PEISs) are planning documents which consider potential impacts and mitigation at a broad level. They do not evaluate specific projects or sites. Ecology is conducting scoping on PEISs for utility-scale solar energy facilities and utility-scale onshore wind energy facilities as directed by the Legislature. The agency is holding a joint scoping period with joint meetings and has developed two scoping documents for public review and feedback. Scoping is an opportunity for interested parties to provide input on the content of a PEIS. Ecology invites agencies, tribal governments, and members of the public to provide input on the scope of study for the PEISs relating to alternatives, probable significant adverse impacts, potential mitigation measures, and licenses or other approvals that may be required. Visit Ecology’s website at https://ecology.wa.gov/regulations-permits/sepa/clean- energy/programmatic-eis for the scoping documents, information on how to comment, and links to register for public meetings. If you are unable to view information online and have questions, please contact the Clean Energy Coordination Section at cleanenergy@ecy.wa.gov or 360-407-6600. Box 47600, Olympia, WA 98504-7600. Ecology will hold two online public meetings. One meeting will be Oct. 5 at 9:00 AM – Noon and a second meeting on Oct. 10 at 1:00 PM – 4:00 PM.
