Request for Proposals The Fairgrounds is seeking proposals for the operation of food booths on the Grant County Fairgrounds. Currently there are two booths on the grounds open for operation in 2024 by both for-profit and non-profit organizations. The period for operation will be January 1, 2024 through December 31 2024.Proposals for operation must include: A summary of past similar business operations. Copy of Grant County Business License. A menu of food with pricing. An operation plan outlining when and how the booth will be used. A copy of insurance with limits as required by the Fairgrounds and customer testimonials if available. An Application form is available on the Fairgrounds website, gcfairgrounds.com Operators of food booths will be responsible for all equipment in the booth for the purposes of Food sales. The Fairgrounds will be responsible for the infrastructure of the building including power, water, sewer, and building exterior. All sales through the food booths will be charged a 20% commission if for profit and 15% commission with valid non-profit paperwork, plus applicable garbage and electrical fees. Proposals must be submitted to the Fairgrounds Director, 3953 Airway Drive NE, Moses Lake, WA 98837 no later than October 13, 2023 at 3:30 p.m.. A lease must be signed by November 3, 2023, at 3:30 p.m. and is available for review by contacting the Fairgrounds Director, Jim McKiernan at jcmckiernan@grantcountywa.gov. Leases will run from January 1, 2024 through December 31, 2027 for profit booths and through December 31, 2026 for non-profit booths. A Concessions contract must also be signed by November 3, 2023 at 3:30 p.m. or the proposal will be considered null and void. The Concessions contract will run from January 1, 2024 through December 31, 2024. Copies of the Concessions Contract are available for review by contacting the Fairgrounds Director, Jim McKiernan at jcmckiernan@grantcountywa.gov. If the Lease or Concessions contracts are not signed by the specified date the lease option and subsequent operation would go to the next qualified operator or the Board of County Commissioners can choose to not lease the facility. Notice The Washington Department of Fish and Wildlife (WDFW) intends to chemically rehabilitate June Lake, North-North Windmill Lake, North Windmill Lake, Windmill Lake, and Canal Lake in Grant County October 9th – 12th, 2023. Typically, lake/stream rehabilitations only take one to three days to complete. However, treatments may take more time depending upon weather, equipment breakdowns, logistical constraints, and/or water quality conditions. The pesticide to be used is an organic and naturally occurring compound called rotenone. Rotenone is non-persistent in the environment and non-toxic to humans, livestock, and other warm-blooded animals at levels used to eradicate fish. The pesticide and active ingredients to be used are powdered rotenone at 5.0-9.0% active ingredient and liquid rotenone at 5.0% active ingredient. The targeted total concentration of rotenone product in the water is less than or equal to 4.0 parts per million. Lake/stream rehabilitation involves the treatment of water with rotenone to eradicate undesirable fish species. The undesirable fish species targeted in the treatment are Largemouth Bass, Bluegill Sunfish, and Pumpkinseed Sunfish. The objective of this project is removal of nuisance fish species and restoration of a popular recreational fishery. During treatment, notices will be posted along the shorelines and other areas of normal access to the lake/stream. Please obey the following water use restrictions within the marked treatment areas: 1.) No fish can be taken or eaten from the lake/stream during the treatment period. 2.)Do not use water to irrigate crops during the treatment period. 3.)Do not use the lake/stream as a potable water source during treatment period. 4.)Do not swim in the lake/stream until the product is thoroughly mixed. The above list details the water use restrictions applicable to the aforementioned waters for the duration of rotenone toxicity. Rotenone toxicity normally lasts one to eight weeks but may persist longer depending upon water quality conditions. Assays will be conducted to determine lake/stream toxicity, and water use restrictions will be removed when the water detoxifies.
