NOTICE TO CONTRACTORS  Sealed bids, plainly marked “BID FOR SILICA RD. OVERLAY PROJECT, CRP 23-03”, will be  received by Grant County Department of Public Works located 124 Enterprise St. S.E., Ephrata,  WA, 98823, until 1:00 P.M. Pacific Time, Tuesday, September 12, 2023 and will then and there  be opened and publicly read. Grant County is providing access to this scheduled bid opening via  WebEx audio Connection only. To participate please call in to 1-408-418-9388 and enter access  code (9146 080 7555).   All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check,  cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such  bid proposal. No conditional bid bond will be accepted. NOTICE OF PUBLIC HEARING BEFORE THE CITY OF MOSES LAKE HEARING EXAMINER September 20, 2023   NOTICE IS HEREBY GIVEN that the City of Moses Lake Hearing Examiner will conduct a public hearing on Wednesday September 20, 2023, beginning at 10:00 AM in the Council Chamber in the Civic Center located at 401 S Balsam Street, Moses Lake, WA and via Zoom (virtual meeting). The Hearing Examiner will consider the following: PLN2023-0040 SILA Nanotechnologies CUP -  An application for a Conditional Use Permit to allow the construction of a silicon anode manufacturing facility to support up to 4,000 ton/year with an anticipated Start of Production in 2025. Located at 3741 Rd. N NE under parcel #120175300. The proposed project will consist of two phases: Phase 1 includes installation of facility infrastructure and equipment to support up to 600 ton/year of production; Phase 2 will include installation of additional equipment to expand capacity. The purpose of the proposed Project is to scale Sila’s product output to enter the electric vehicle (EV) market. The property is located within the Heavy Industrial Zoning District which requires a CUP for manufacturing, processing, or packaging of products using raw materials.  PLN2023-0068 The Cape at Interlake CUP -  An application for a Conditional Use Permit to allow for 72 apartment units in nine two-story buildings. Each building will house eight dwelling units. There will be a community recreation building for the tenants of the property as well as a playground and garden area. An apartment rental office will be located in the recreation building. The development will also include 147 off-street parking spaces to be used by residents and guests.
