Public Notice Announcing Public Review Period for Adoption of the Odessa Subarea Special Study Final Environmental Impact Statement and Record of Decision The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS) is adopting the 2012 Odessa Subarea Special Study Final Environmental Impact Statement (FEIS) produced by the Bureau of Reclamation in cooperation with the State of Washington, represented by the Washington State Department of Ecology. The FEIS examined the potential to replace groundwater with Columbia Basin Project water for currently irrigated lands within the Odessa Subarea Special Study Area. The FEIS and Record of Decision identified Alternative 4A: Modified Partial-Replacement-Banks with Limited Spring Diversion Scenario as the selected alternative. Alternative 4A aims to replace acre-for-acre groundwater irrigation on 70,000 acres in the Odessa Subarea with 164,000 acre-feet of new Columbia River diversions. Since Reclamation published the FEIS in 2012, the Odessa Groundwater Replacement Program—a consortium of local, state, and federal partners—has worked towards phased implementation of Alternative 4A. NRCS is adopting the FEIS to support implementation of Alternative 4A. Implementing Alternative 4A will support agriculture and address groundwater depletion impacting agricultural, municipal, industrial, and commercial users in the Odessa Subarea. NRCS intends to select Alternative 4A as its preferred alternative. CALL FOR BIDS CITY OF EPHRATA WRF IMPROVEMENTS ENGINEER’S ESTIMATE $13,500,000 TO $14,000,000 Sealed Proposals will be received by the undersigned at the City of Ephrata City Hall, 121 Alder Street SW, Ephrata, Washington 98823, up to 1:00 p.m.; local time on Thursday, December 14, 2023, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the WRF Improvements. This project includes improvements to several areas within the City of Ephrata’s Water Reclamation Facility (WRF) required to improve treatment efficiency and ensure sustained successful treatment. Work includes a complete rehabilitation of the existing Influent Pump Station and construction of a new High Flow Pump Station, valve vault, and flow metering vaults. Coating of the Influent Pump Station wet well is offered as an Additive Bid Item. Work within the Solids Handling Building includes installation of a new shaftless screw conveyor auger, screw, and covers. Work within the UV Building includes channel modifications, removal of existing in-channel UV Disinfection equipment and installation of new equipment. During the period where this UV work takes place, the selected Contractor must utilize a temporary UV Disinfection system. The project also includes coating rehabilitation for Secondary Clarifier 2. Coating rehabilitation for Secondary Clarifier 1 is offered as an Additive Bid Item. Work within the Operations Building includes replacement of valves and piping modifications. Work also includes modifications to the existing aerobic digesters including installation of a new fine screen, construction of a new membrane bioreactor tank, insulation of digester structures, and installation of a new digester membrane thickening system. The new thickening system also includes installation of new positive displacement blowers and a three-sided blower structure. Finally, the project includes site piping improvements, site restoration, HVAC modifications within the Operations Building, and electrical improvements associated with the work noted above. City of Moses Lake Emergency Repair Notice Wheeler Sinkhole Emergency   The Wheeler Sinkhole Emergency repair is located at the intersection of Block St and Wheeler Road. The project includes the replacement of a catch basin and failed concrete storm sewer pipe with a 30” round catch basin and 10-inch ductile iron pipe across both westbound lanes to the storm manhole at the center of Wheeler Road just east of Block Street as shown on the project detail sheet 1 of 1. This work is on a primary street and will include traffic control, replacement of 20 LF of curb and gutter, sawcut, and HMA patching. Proper backfill and compaction of any washed-out area is required to prevent any future settling issues.
