STATE ENVIRONMENTAL POLICY ACT Determination of NonSignificance Date of issuance: March 22, 2023 Lead agency: Port of Moses Lake Agency Contact: Milton Miller mmiller@portofmoseslake.com (509) 762-5363 Description of proposal: The Port of Moses Lake (Port) proposes to lease property to the Grant County Mosquito Control District #1 for the purpose of constructing a facility to house its flight operations. Phase 1 will include an approximately 4,500 square foot hangar, a 150 square foot pilot toilet, and a fuel tank. Improvements for the project include site, stormwater management improvements, and an apron to connect the hangar to the Grant County International Airport taxiway. Site improvements and construction for Phase 1 will begin as soon as permits and approvals have been received. Future site upgrades may include up to 3 additional hangars, a storage building, an administrative building, on-site parking, and a loading dock.  Location of proposal: The proposed Project will be located in Grant County, Washington, on Turner Road NE, Moses Lake, WA, in a portions of Section 28, Township 20 North, Range 28 East W.M. The Project will occur within parcel 17-1017-000; however, an address has not been assigned to the site yet. Project Proponent: Port of Moses Lake; Milton Miller, SEPA Responsible Official; 7810 Andrews N.E. Suite 200; Moses Lake, WA 98837 (509)762-5363 The Port of Moses Lake, as Lead Agency, has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the SEPA Environmental Checklist, drawings, and project studies on file with the lead agency. This information is available to the public on request. This determination is based on the following findings and conclusions: • The proposed site footprint is located at the Grant County International Airport within the developed area covered by a prior Environmental Impact Statement and will be constructed adjacent to similar infrastructure.  • A Wildlife and Habitat Site Assessment was performed by Jacobs and concluded that the project will not impact any high-quality habitat or wildlife species.   • Statewide cultural resources database searches indicated no cultural or historic sites are documented within the project area. Though the site is disturbed, the Project will utilize an Inadvertent Discovery Plan and monitoring in the event anything is found during construction.  • A Subsurface Investigation Report documented there are no risks of environmental health hazards, exposure to toxic chemicals, or hazardous waste from this project. • All hazardous material storage, including fuel and pesticides, will be stored and man aged with full containment. • Best Management Practices and a Temporary Erosion and Sediment control Plan will be used to prevent erosion and provide site stabilization during construction, and stormwater management will comply with the Eastern Washington Stormwater Manu al by storing and infiltrating stormwater on site. This DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from March 22, 2023.
