NOTICE TO SUPPLIERS Sealed bids plainly marked “Bid for Steel Canopy Body” will be received by Grant County at the Grant County Public Works Office located in Ephrata, WA. 124 Enterprise Street, Ephrata, WA 98823, until 9:00 A.M., Tuesday, June 27th, 2023 and will then and there in the Public Meeting Room be opened and publicly read. This contract provides for furnishing and delivering a Steel Canopy Body in accordance with the plans and specifications. Plans, specifications and bid documents may be obtained from the Public Works Department at no charge. Informational copies of the maps, plans, and specifications are on file for inspection at the Public Works Department of Grant County, 124 Enterprise St. SE, Ephrata, WA 98823. STATE ENVIRONMENTAL POLICY ACT Determination of NonSignificance Date of issuance: June 30, 2023 Lead agency: Port of Moses Lake Agency Contact: Milton Miller mmiller@portofmoseslake.com (509) 762-5363 Description of proposal: STOKE Space Technologies (STOKE) proposes developing an additional Moses Lake Test Site (Project) on land leased from the Port of Moses Lake. This test stand would be adjacent to an existing stand which was previously approved through SEPA 202202325. The Project includes an industrial platform that will serve as a test stand for rocket engine testing. The platform will have lights and other basic electrical features, fiber, water, and piping for various fluid commodities (oxygen, natural gas, nitrogen). Improvements associated with the Project include paved access drives, water and sewer infrastructure, and storm water management improvements. A water storage tank will be constructed to supply water for a quench system associated with the test stand and rocket engine testing. Additionally, a concrete pad will be poured to accommodate bulk storage tanks for oxygen, natural gas, and nitrogen. Location of proposal: The proposed building site will be located in Grant County, Washington, at 8005 Road G NE, Moses Lake, WA, in portions of Sections 20 and 29, Township 20 North, Range 28 East W.M.  Project Proponent: Port of Moses Lake; Milton Miller, SEPA Responsible Official; 7810 Andrews N.E. Suite 200; Moses Lake, WA 98837 (509)762-5363 The Port of Moses Lake, as Lead Agency, has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the SEPA Environmental Checklist, drawings, and project studies on file with the lead agency. This information is available to the public on request. This determination is based on the following findings and conclusions: • The proposed site footprint is already heavily disturbed with previously con structed roads and staging areas. • A Wildlife and Habitat Site Assessment was performed by Jacobs and conclud ed that the project will not impact any high-quality habitat or wildlife species.   • A Cultural Resources Survey was conducted, and no cultural or historic sites were determined to be located within the project area.   • The combustion products of the engine testing that will occur on site are car bon dioxide and pure water vapor. There are no risks of environmental health hazards, exposure to toxic chemicals, or hazardous waste due to this project. • Best Management Practices will be used to prevent erosion and provide site stabilization during construction, and stormwater management will comply with the Eastern Washington Stormwater Manual by storing and infiltrating storm water on site. • Dedicated fire suppression is built into the test facility along with a 22,000-gal lon water storage tank on-site with two fire department connections. Risk of ire due to engine testing is low.   This DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from June 30, 2023.
