The proposed project will consist of two phases: Phase 1 includes installation of facility infrastructure and equipment to support up to 600 ton/year of production; Phase 2 will include installation of additional equipment to expand capacity. The purpose of the proposed Project is to scale Sila’s product output in order to enter the electric vehicle (EV) market. Modifications will be required to the existing 613,000 square foot building (facility’s interior walls, floors, ceilings, and other architectural features to accommodate new equipment and refresh the existing office space). Installation of equipment and storage vessels outdoors will require ground movement activities to grade previously disturbed areas (i.e., former agricultural land prior to industrial zoning). These activities will include new access roads, installation of concrete slab service yards and pads for gas storage vessels, abatement unit systems, cooling water systems, wastewater treatment and other equipment within the approximately 162 acre site. Additional land or disturbance of natural resources beyond the existing site is not required for the Project. The property is within the Heavy Industrial Zoning District which requires a CUP for manufacturing, processing, or packaging of products using raw materials.   Required Studies: Phase 1 Environmental Site Assessment (2022), Wetlands Survey (2022), Notice of Construction Air Quality Permit Application (In progress; Regulatory Agency is Washington Department of Ecology), National Environmental Policy Act – Environmental Assessment (In progress; Lead Agency is U.S. Department of Energy) - DOE-EA-2214D, City of Moses Lake Building, Fire & Hazardous Materials Permits (In progress), Critical Habitat Report 2023, Cultural Resource Survey 2023, Traffic Study 2023, Preliminary Hazard Analysis, and other studies, as determined by the City of Moses Lake.   Required/Existing Environmental Documents:  The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Mitigated Determination of Non-Significance (DNS) for this project which includes, but is not limited to: Traffic, Emergency Services, and Hazard mitigation. The optional MDNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No significant adverse environmental impacts have been identified. The project review process may include additional mitigation measures under applicable codes.   Preliminary Determination of Consistency: The City will regulate impacts consistent with the Moses Lake Municipal Code, and other local, state, and federal laws or rules. NOTICE OF PRIMARY ELECTION GRANT COUNTY, WASHINGTON TUESDAY, AUGUST 1, 2023 NOTICE IS HEREBY GIVEN that on Tuesday, August 1, 2023 in Grant County, State of Washington, there will be a Primary Election. The registration deadline for online registrations, mail-in registrations, and transfers is July 24, 2023. GRANT COUNTY WATER CONSERVANCY BOARD NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER CERTIFICATE G3-01443C TAKE NOTICE: Stevens Land Holdings, LLC of Soap Lake has made an APPLICATION FOR CHANGE/TRANSFER of Water Right to change the place of use of groundwater certificate G3-01443C to the Board. The Board has designated such application for active review and has assigned it application number GRAN-23-02. The Department of Ecology has assigned their tracking number CG3-01443C. That G3-01443C with a priority date of January 24, 1968, authorizes 1,500 gallons per minute (gpm), 600 acre-feet per year (af/y), from April 1 to October 31, each year, for the irrigation of 200 acres and is supplemental (or non-additive standby/reserve) to existing surface water rights S3-036641CL and S3-036642CL. The place of use is within that portion of the W3/4 of Section 3 lying between PSH (Highway) 28 (7) and the Main Canal of the U.S. Bureau of Reclamation (USBR), less easements, within Township (T) 22 North (N), Range (R) 28 East of Willamette Meridian (EWM), Grant County, Washington. The point of withdrawal is a single well located within the NW1/4 SE1/4 of Section 3, T 22 N, R 28 EWM. That the proposed change is to increase the authorized irrigated acreage to 300 acres and expand the place of use to that portion of Section 3 lying north of State Route 28 and south of the USBR Main Canal, less easements, together with that portion of the W1/2 SW1/4 of Section 2 lying north of State Route 28, all within T 22 N, R 28 EWM, in Grant County, Washington. There are no changes proposed to the authorized point of withdrawal, purpose of use, or period of use.
