NOTICE OF STATE ENVIRONMENTAL POLICY ACT (SEPA) DETERMINATION OF NON-SIGNIFICANCE The City of Royal City has issued a Determination of Non-Significance (DNS) under the SEPA rules (Washington Administrative Code Chapter 197-11) for the completion of the City’s Wastewater Facilities Plan (WWFP). The WWFP identifies potential improvements to the existing wastewater treatment facility that are necessary to meet projected sanitary sewer treatment needs over the next 20 years. In addition to completing the non-ground-disturbing planning document (WWFP), the City intends to install two groundwater monitoring wells. The proposed monitoring wells would be installed within city limits at the City’s existing wastewater treatment facility located in Section 6 of Township 16 North, Range 26 East. After reviewing the completed SEPA Checklist and additional supporting information filed with the Washington State Department of Ecology, the City has determined that this proposal will not have a probable significant adverse impact on the environment. 2023 AQUATIC TREATMENTS REQUEST FOR PROPOSALS The Moses Lake Irrigation and Rehabilitation District (MLIRD) respectfully requests cost proposals to survey & treat portions of Moses Lake within the District. This effort would inventory aquatic plants by species and coverage and make recommendations for a prioritized treatment plan for species not conducive to recreation or water intake and/or detrimental to water quality. Contractor must have all applicable licenses for professional work of this nature in Washington State. The project would include the following: Survey work: • Must be consistent with WA State DOE Aquatic Plant Sampling Protocols; and  • Requires previous experience identifying aquatic plants in similar waters & climates. • Contractor submitted & approved work plan based on survey(s) results.
