Notice is hereby given that Grant County is Issuing a Determination of Non-Significance Adoption of Existing Document for the Dieringer Dairy Remediation Project (Designated Contact: Todd Marti – Vice President of Operations, phone: 760-224-3189, email: TMarti@ACTenviro.com). Project Description: The Dieringer Dairy Remediation Project is being conducted for the Potholes Reservoir Supplemental Feed Route (PSFR) project, which is part of the Columbia Basin Project (CBP). The PSFR is designed to assist with the delivery of irrigation water to the South Columbia Basin Irrigation District. Water is being transferred from Banks Lake to Potholes Reservoir via two routes under development. Parcel 17-0934-000 is located along one of the final routes. The PSFR project will effectively flood the site with water to improve the flow of Crab Creek, and the remediation plan is to remove, as much as deemed practicable, agricultural, and operational waste and associated material that could negatively affect the water quality or pose a safety hazard to the environment. The work plan does not require replacing any structures, utilities, or impervious surfaces for future site use. The remediation cleanup action will be done in two phases. The first phase requires the excavation of petroleum-contaminated soils in the areas of the calving storage shed, commodity shed, and aboveground storage tanks. The second phase is the closure of the remainder of the dairy-related features, including the removal of petroleum-contaminated soils, manure, and surface soil in selected areas near the irrigated pivot field, the loafing shed, manure collection equipment, the calving and commodity shed, the aboveground storage tanks, and the effluent ponds (lagoons). The estimated total cubic yards of material to be remediated is approximately 20,278 cubic yards. Related Permits: BF 23-0682 Location: The Dieringer Dairy site is an approximately 103-acre property located in Tract No: 18681 of Section 15, Township 20 North, Range 28 West, Willamette Meridian. The Grant County tax parcel number for the property is 170934000. Title of document being adopted: Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) prepared by the Bureau of Reclamation. Grant County has identified and adopted this document as being appropriate for this proposal after an independent review and has determined that this proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination is based on the findings and conclusions prepared by the Bureau of Reclamation under NEPA. This DNS is issued under WAC 197-11-340(2) and the comment period will end on January 10, 2024.
