NOTICE TO THE PUBLIC OF INTENT TO REQUEST RELEASE OF FUNDS DATE: December 18, 2023 City of Ephrata   (Name of Applicant) 121 Alder St SW, Ephrata, WA 98823 (Street, City, Zip Code) (509) 754-4601 (Telephone Number) TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS On or about January 22, 2024, the City of Ephrata will request the State of Washington Department of Health to release funds under Section 106 of the National Historic Preservation Act, National Environmental Policy Act, and Washington State Environmental Policy Act.   The City of Ephrata will undertake the projects described below utilizing Drinking Water State Revolving Fund Loans. A Determination of No Historic Properties Affected was issued for this project. A copy of the “EZ 1” Project Review Sheet for Section 106 is on file at the address below and is available for public examination and copying upon request. The City completed a SEPA checklist and the City has published a DNS which determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030.   Project Information: Reservoir 6 and Pressure Zone 5 Improvements (Project Title or Name) The project will split pressure Zone 1 into two zones, Zone 1 and Zone 5. Zone 5 will require a new reservoir (Reservoir 6). Pressure Zone 5 will increase the hydraulic grade line from 1,445 feet to 1,470 feet. Reservoir 6 will be approximately 2.3 million gallons and constructed from welded steel. The reservoir diameter and height will be 51 feet wide and 148 feet tall. In addition, the City will complete improvements to Well 10. A new booster station will be constructed to provide supplemental and backup water to the new pressure zone. Three pressure-reducing valve (PRV) stations will be constructed to circulate water between Zone 1 and the new Zone 5.  (Purpose and Nature of Project) Township 21N, Range 26E, Section 15 (Location of Project) $16,313,000  (Estimated Cost of the Project) Objections of the project may be submitted to the Office of Drinking Water Director, Holly Myers, Department of Health, P.O.
