Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: December 11, 2023, Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on November 20, 2023, from Mark Kilgore (Designated Contact: Eldon Broughton, Broughton Construction, LLC, 2403 Westshore Drive NE, Moses Lake, WA 98837) and was found to be technically complete on December 6, 2023. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High-Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to install a new 8’ x 25’ freestanding dock and install a 9’ x 10’ boatlift adjacent to the dock, with a 4’ x 15’ freestanding walkway above the Ordinary High-Water Mark. Applicant is also creating a 4’ x 50’ gravel path which leads to the freestanding walkway. Additionally, 350 square feet of plantings are proposed to mitigate the shoreline disturbance.
