Revised Notice of Applic tion & Proposed Mitigated Determination of Non-Significance - Date of Notice: August 3, 2023, Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on July 27, 2023, from Mike Werlech (Desi nated Contact: John Hermann, CBMI, 3740 Thayer Rd NE, Moses Lake, WA 98837) and was found to be technically complete on July 31, 2023. Grant County expects to issue a Mitigated Determination of Non- Signif cance for this proposal and the Optional DNS Process in WAC 197-11- 355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. REVISED PROPOSED MITIGATION MEASURES: (1). New Mitigation Plan is added for unpermitted earthwork. (2). Project requires mitigation at a rate of 2:1 for all new developments to ensure no net loss of shoreline ecological function (approximately 2800 sq. ft. of plantings). (3). Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High-Water Mark). (4). Plantings shall receive 5 years of monitoring and maintenance. (5). Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to construct an 8’ X 24’ dock, installing a 9’ x 10’ boat lift and a 4’ x 10’ gangway. To mitigate the disturbance, the proponent will plant Crested Wheatgrass, Herdstem Bulrush, Coyote Willow, Rabbitbrush, Snow Berry, and Wild Roses on each side of the property line adjacent to the dock and boatlift for a combined total of 2800 square feet of mitigation coverage. ADDITIONAL PERMITS REQUIRED: WDFW HPA. LOCATION: The project is located at 5472 Panorama Drive NE, Moses Lake, WA 98837. The parcel is located in the South half of Section 36, Township 20 North, Range 27 East, WM, Grant County, WA. Parcel #16-1746-013. SHORELINE ENVIRONMENT: Shoreline Residential.
