NOTICE IS HEREBY GIVEN that the City of Moses Lake Hearing Examiner public hearing on Wednesday, September 28, 2022, regarding the below proposal is postponed: POSTPONED - PLN 2022-0014 ("Sagepoint"): An application for a seventeen (17) lot Preliminary Major Subdivision and Planned Development District with a nineteen (19) unit multifamily complex (on Lot No. 1) and sixteen (16) single family lots within a 6.41-acre property in the R-1, Single-Family Residential, Zone. The subdivision will be served with City infrastructure and will be improved to City standards. The property is located within the portion of Section 33, Township 19 North, Range 28 East, W.M. Notice of Application & Proposed Mitigated Determination of Non-Significance Date of Notice September 27, 2022 Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: September 27, 2022, Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on July 1, 2022 from Joaquin Espinoza, 7513 Cole Rd NE, Moses Lake, WA 98837) and was found to be technically complete on September 22, 2022. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Project requires mitigation at a rate of 1:1 for all new developments to ensure a no net loss of shoreline ecological function (approximately 354 sq. ft. of plantings). 3. Construction shall be done during the annual drawdown (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to remove non-native vegetation and install native vegetation plantings in order to assist with shoreline erosion and also a 8' x 20' freestanding dock, install a 10' x 10' boatlift adjacent to the dock, with an 8'x4 concrete ballast resting above the ordinary high water mark. ADDITIONAL PERMITS REQUIRED: WDFW HPA. LOCATION: The project is located at 7513 Cole Rd NE on Moses Lake in Moses Lake, WA 98837. The parcel is in the South 1/2 of Section 17, Township 19 North, Range 28 East, WM, Grant County, WA. Parcel #17-0725-055. SHORELINE ENVIRONMENT: Shoreline Residential.
