Notice of Application - Date of Notice: September 22, 2022. Notice is hereby given that a Preliminary Short Subdivision application was received by Grant County on August 10, 2022 from Alice Bishop (Designated Contact: Grant County Surveying, Michelle Kamstra, PO Box 906, Ephrata, WA 98823), and was found to be technically complete on September 16, 2022. Notice of Application & Proposed Mitigated Determination of NonSignificance - Date of Notice: September 22, 2022 Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on August 17, 2022 from Kevin Hollingsworth (Designated Contact: Eldon Broughton, Broughton Construction LLC, 2403 Westshore Drive NE, Moses Lake, WA 98837) and was found to be technically complete on September 16, 2022. Grant County expects to issue a Mitigated Determination of Non Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Project requires mitigation at a rate of 1:1 for all new developments to ensure a no net loss of shoreline ecological function (approximately 980 sq. ft. of plantings). 3. Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to construct an 8' X 25' dock, install a 9' x 10' boat lift adjacent to the dock and a 4' x 60' freestanding walkway to the dock. To mitigate the disturbance, the proponent will plant Golden Currant bushes on each side of the freestanding walkway at the shoreline and Rubber Rabbit brush plants on each side of the 4' gravel path a length of 110' for a combined total of 980 square feet of mitigation coverage.
