Notice of Application and Public Hearing: March 29, 2022 Notice is hereby given that a Conditional Use Permit and SEPA Checklist were received by Grant County on March 11, 2022 from Grant County Public Works (Designated Contact: Jef Gallacci, 22889 Road P.8 SW, Mattawa, WA 99349) and were found to be Technically Complete on March 28, 2022. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. DESCRIPTION: The project is a Conditional Use Permit application and a SEPA Checklist for review of the applicant's proposal to develop a raw Septage processing facility. The proposal will consist of a screening, holding and dewatering system. Additionally, the facility will include an Ultraviolet treatment machine, holding tanks for batch discharging of processed water to holding tanks which will then be transferred to trucks for hauling to Shaggy Plum, a licensed wastewater facility north of Quincy, WA. No land application on site will occur. Portable toilets will also be stored and maintained on site. STUDIES REQUIRED: Wetland Analysis. LOCATION: The site address of the subject parcel is 11956 Road 24 SW, Mattawa and is Farm Unit 15, Irrigation Block 25, Columbia Basin Project. The site is at the Northeast corner of the intersection of Road 24 SW and Road L SW approximately seven miles east of Mattawa, WA. The proposal is located in the West half of Section 31, Township 15 North, Range 25 East, W.M., Grant County, WA. (Parcel 19-0032-000). PRESENT ZONING: Agricultural. PUBLIC HEARING: Grant County Hearings Examiner tentatively scheduled for Wednesday, June 8, 2022 at 12:00 pm in the Commissioners Hearing Room at the Grant County Courthouse in Ephrata, WA. At this time any person(s) may provide testimony for the hearing. Grant County is providing access to this scheduled hearing for the public via webex audio connection, members of the public may also be present in the hearing room in limited numbers.
