REQUEST FOR PROPOSALS FOR FACILITATION AND FORMALIZATION Columbia Basin Sustainable Water Coalition The Lincoln County Conservation District (LCCD), in partnership with Columbia Basin Sustainable Water Coalition is seeking Requests for Proposals to assist with the facilitation and formal development of the Columbia Basin Sustainable Water Coalition through the WaterSMART Cooperative Watershed Managements Program. We are seeking a proposal to assist with facilitation and development of a watershed group. The facilitation will include collaborating with LCCD with the following activities: Watershed group formalization to include creating foundational documents and continue the expansion of the coalition group. Establish a formal process and structure for the group, including the establishment of a board or representatives and committees as needed. Specific qualifications include the following, with weight indicated after each qualification criteria: Formal facilitation experience (50%) Experience organizing entities and nonprofits within the Columbia Basin (20%) Expertise with Washington law and organizational documents (20%) Collaborate with the LCCD and coalition group to develop and distribute educational and outreach materials to increase participation and membership. Will include creating and distributing a flyer with basic information on the critical water supply challenge, the coalition's mission, and how to participate. REQUEST FOR PROPOSALS FOR GROUNDWATER CONSULTANT Columbia Basin Sustainable Water Coalition The Lincoln County Conservation District ((LCCD), in partnership with Columbia Basin Sustainable Water Coalition (CBSWC)(1) is seeking Requests for Proposals to assist the CBSWC with watershed restoration planning through the WaterSMART Phase 1 Cooperative Watershed Managements Program. We are seeking a proposal to assist with creating a watershed restoration plan that focuses on groundwater. Activities and specific qualifications include the following, with weight indicated after each qualification criteria: Collaborate with LCCD and regional partners to identify existing groundwater monitoring well sites and 4-6 potential new sites. (15%) Collaborate with LCCD, WSU, USBR applied science lead, other entities and projects that are compiling and interpreting historical groundwater level data. (20%) Provide on-call question answering and question consultation to LCCD in support of its data collection for the CBSWC. (10%) Identify and evaluate watershed management project alternatives to advance the CBSWC mission. (30%) Develop a preliminary watershed management plan document. The preliminary watershed management plan will be a brief (less than 10 pages) document that summarizes the critical water supply issue being addressed by the coalition and possible solutions.
