City of Mattawa Notice of Public Hearing Name of Applicant: Hwang, Sun Min & Kyongmi Application Number: ANNEX 2021-12 HWANG Date of Application: 12/1/2021 Date Letter of Completeness Issued: 12/15/2021 Date of Public Hearing: July 7 th , 2022 at 5:00pm Description of Proposed Project Action and Permits: The applicant is proposing to annex 5.45 acres of vacant land zoned Urban Residential 2 into the City of Mattawa. The annexation area consists of a single tax parcel and is located within the Mattawa Urban Growth Area, parcel #150049000. Upon annexation, the property would be rezoned to Residential 2 (R-2) and will be serviced by all city services including water, fire, sewer, police, school district, etc. Other Permits Not Included, To the Extent Known: A Development Agreement, City of Mattawa Building Permit, Excavation Permit, Development Application, Water and Sewer Permit. Threshold Determination: The City of Mattawa has determined that this project is exempt from SEPA review per RCW 43.21C.222. Environmental documentation is not included in this application. Requested Approvals, Actions and/or Required Studies: An Annexation and Zoning requires a Public Hearing before the Planning Commission and City Council and approval of the City Council. The Planning Commission and City Council must find the proposal is in accordance with Revised Code of Washington Chapter 35A.14 and Mattawa Municipal Code Title 17, with respect to a proposed annexation and zoning map amendment. Any studies produced related to this application can be reviewed in City Hall at 521 Government Rd or by request. Statement of Public Comment Period: The fourteen (14) day comment period commences on February 10, 2022 and lasts through February 24, 2022. Any interested person/party has the right to comment on the proposal, receive notice of and participate in any hearing, request a copy of the decision once it is made and may appeal the decision subject to the requirements of Title 17. Notice of Public Hearing: Pursuant to Mattawa Municipal Code Title 17 a public hearing is scheduled to hear public comment on the proposed annexation and zoning. The public is invited to attend and provide comment on this proposal. The Public Hearing is scheduled before the Mattawa City Council on July 7 th , 2022 at 5:00pm at Mattawa City Hall at 521 Government Rd or via Zoom. WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF 30-DAY PUBLIC COMMENT PERIOD FOR A PROPOSED AIR POLLUTION SOURCE Para asistencia en espaƱol: preguntas@ecy.wa.gov McCain owns and operates a potato processing facility with an existing air quality approval order (Order) 19AQ-E056 to regulate air emissions for fryers, dryers, scrubbers, and boilers at their Othello facility. McCain's current Order allows them to operate at a production level that exceeds the Title V threshold for nitrogen oxides (NOx) and carbon monoxide (CO), requiring the need for an Air Operating Permit. The current proposal requests to limit natural gas usage to allow McCain to operate below Title V thresholds, reducing the potential air emissions from the facility. This limit would make McCain a synthetic minor source. The estimated potential air emissions from the facility would be 95.0 and 84.1 tons per year for NOx and CO, respectively, down from 144.55 and 135.96 for NOx and CO, respectively. Ecology determined this proposal satisfies the requirements of 173-400 and 173-460 of the Washington Administrative Code, and the public is invited to comment.
