City of Moses Lake STATE ENVIRONMENTAL POLICY ACT (SEPA) Determination of Non-Significance (DNS) Proponent: City of Moses Lake Location: Within the City limits of Moses Lake Description: Small Cell Wireless Communication Facilities Ordinance. This is a non-project proposal to amend the City of Moses Lake Municipal Code to provide regulatory framework for administrative review of application, and guidelines, for all wireless communication facilities, including small wireless facilities. On April 12, 2022 the Moses Lake City Council adopted Ordinance No. 3002 implementing an Interim Ordinance as an emergency action for addressing Wireless Communication Facilities. Lead Agency: City of Moses Lake File #: PLN2022-0046 The City of Moses Lake has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030. NOTICE IS HEREBY GIVEN THAT AN OPEN RECORD PUBLIC HEARING WILL BE HELD August 2, 2022 at 3:15 p.m. in the Grant County Commissioners Hearing Room, Courthouse, Ephrata, WA to consider a proposal from Grant County Development Services for an Amendment to the Grant County Code Title 14 - Buildings and Construction regarding Chapter 14.04 Uniform Codes. The Grant County Unified Development Code Section 23.08.020 (a) (1) currently allows accessory structures not exceeding 1500 square feet to be permitted prior to the construction of the primary use, which is the dwelling. The WA State Residential Code regulates dwelling units and their accessory structures and the term accessory structure includes garages, among all other structures that are accessory to the primary dwelling. The building code limits private garages to 1,000 square feet when constructed as the primary structure on residential lots so the amendment is necessary through an amendment to Title 14 Section 14.04.050, to add a definition for a detached residential garage as a primary use to the residential code.
