NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT Permit Number: ST0045535 Applicant: AstaReal, Inc. Facility Address: 7761 Randolph Road NE Moses Lake, WA 98837 AstaReal, Inc. has applied for renewal of its State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC). AstaReal, Inc. presently owns and operates an algae manufacturing facility in Grant County that discharges pretreated process wastewater to the Port of Moses Lake Public Owned Industrial Treatment Works (POITW) with an average monthly flow limit of 69,004 gallons per day (gpd) and a maximum daily flow limit of 82,805 gpd. AstaReal, Inc.'s domestic wastewater is discharged to the City of Moses Lake Larson Treatment Plant. The facility discharges a maximum daily flow of 148,786 gpd and discharges greater than 25,000 gallons of wastewater per day to the Port of Moses Lake POITW. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for the issuance of a permit. Following evaluation of the application and other available information, Ecology developed a draft permit that allows the discharge of wastewater with the appropriate permit limits and conditions. Ecology has made a tentative determination on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated. PUBLIC COMMENT AND INFORMATION The draft permit and related documents can be viewed between the hours of 8:00 a.m. and 5:00 p.m., weekdays, by appointment, at the regional office listed below; call (509) 329-3400 to make an appointment. Permit documents are also available on PARIS, Ecology's Water Quality Permitting and Reporting Information System webpage located online at https://apps.ecology.wa.gov/paris/PermitLookup.aspx. Ecology invites interested persons to submit written comments regarding the proposed permit. Submit all comments within 30 days after publication of this notice to be considered for the final determination. Comments must be received by our office no later than March 7, 2022.
