Notice of Application and Proposed DNS Date of Notice: December 20, 2022 Notice is hereby given that Grant County has received a SEPA checklist from Pacific Wind Development, LLC (Designated Contact: Linnea Fossum, Senior Project Manager, Tetra Tech, 19803 North Creek Parkway, Bothell, WA 98011) and determined the application to be technically complete on November 28, 2022. Grant County expects to issue a Determination of Non- Significance for this proposal, and the Optional DNS Process in WAC 197-11- 355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. DESCRIPTION: The project is the SEPA review of a Discretionary Use Permit to enable the construction of three meteorological (met) towers measuring up to approximately 81 meters (266 feet) in height on three separate parcels for the purpose of gathering wind resource data to assist in determining the suitability of wind energy over adjacent lands. ADDITIONAL PERMITS: Discretionary Use Permit; Building Permits. STUDIES REQUIRED: None. LOCATIONS Tower 1: parcel # 15- 0865-000, Legal Description: ALL 17 15 24, located approximately 5 miles east of the unincorporated town of Beverly, Latitude: 46.794, Longitude -119.8488; Tower 2: parcel # 15-0854-000, Legal Description: ALL 9 15 24, located approximately 5 miles northeast of the city of Mattawa Latitude, Latitude: 46.7991, Longitude -119.8166; Tower 3: parcel # 15-0846-000, Legal Description: S1/2 3 15 24 located approximately 10 miles southwest of Royal City. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
