Notice of Application - Date of Notice: April 28, 2022 Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application was received by Grant County on February 16, 2022 from Christopher Clarke (Designated Contact: Christopher Clarke, Public Utility District No. 2 of Grant County, PO Box 878, Ephrata, WA 98823) and was found to be technically complete on April 25, 2022. Grant County previously issued a Mitigated Determination of Non- Significance for this proposal February 24, 2022. PROJECT: The project is proposing to dredge approximately 1,250 cubic yards of sediment below the ordinary high-water line to deepen the boat basin area to a 481.5ft elevation above sea level. Angular rocks will be placed at the toe of the ramp to prevent prop wash/scour from undermining the concrete ramp slabs. Dredging activities within the boat basin will be conducted with a long-reach excavator from floating platforms. Dredged materials will be hauled away and disposed of off- site within Grant PUD's upland stockpile area near Priest Rapids Dam. In addition to deepening the boat basin, this project will armor 60 feet of the shoreline immediately south of the boat basin navigation channel to halt further erosion that is jeopardizing the stability of the boat basin and associated upland infrastructure and likely contributed to the boat basin silting in. The erosion is occurring just south of the boat basin rip rap armoring. In total, 181 cubic yards of material will be needed to restore and stabilize the shoreline.
