Request for Proposals The Fairgrounds is seeking proposals for the operation of food booths on the Grant County Fairgrounds. Currently there are three booths on the grounds open for operation in 2021 by both for-profit and non-profit organizations. The period for operation will be January 1, 2021 through December 31 2021.Proposals for operation must include: A summary of past similar business operations. Copy of Grant County Business License. A menu of food with pricing. An operation plan outlining when and how the booth will be used. A copy of insurance with limits as required by the Fairgrounds and customer testimonials if available. An Application form is available on the Fairgrounds website, gcfairgrounds.com Operators of food booths will be responsible for all equipment in the booth for the purposes of Food sales. The Fairgrounds will be responsible for the infrastructure of the building including power, water, sewer, and building exterior. All sales through the food booths will be charged a 20% commission if for profit and 15% commission with valid non-profit paperwork, plus applicable garbage and electrical fees. Proposals must be submitted to the Fairgrounds Director, 3953 Airway Drive NE, Moses Lake, WA 98837 no later than October 16, 2020 at 3:30 p.m.. A lease must be signed by November 6, 2020, at 3:30 p.m. and is available for review by contacting the Fairgrounds Director, Jim McKiernan at jcmcmkiernan@grantcountywa.gov. Leases will run from January 1, 2021 through December 31, 2021. A Concessions contract must also be signed by November 6, 2020 at 3:30 p.m.. The Concessions contract will run from January 1, 2021 through December 31, 2021. Copies of the Concessions Contract are available for review by contacting the Fairgrounds Director, Jim McKiernan at jcmckiernan@grantcountywa.gov. If the Lease or Concessions contract are not signed by the specified date the lease option and subsequent operation would go to the next qualified operator or the Board of County Commissioners can choose to not lease the facility. BEFORE THE GRANT COUNTY WATER CONSERVANCY BOARD EPHRATA, WASHINGTON Notice of Application to Change the point of withdrawal and place of use under Water Right G3-01394(E). TAKE NOTICE: That on August 26, 2021, Tyler and Elizabeth Reffett of Grant County, Washington, filed application number GRAN 21-13 with the Grant County Water Conservancy Board to change the point of withdrawal, place of use, and to add points of withdrawal under Water Right G3-01394(E). That said right, under priority date of May 26, 1969, authorizes the withdrawal or diversion of 36.1 gallons per minute and 16.8 acre feet per year from a well located within the W1/2 SW1/4 of Sec. 8, T. 19N, R22 E.W.M. That said right authorizes water to be used for the purpose of irrigating 4.2 acres seasonally from March 15 to October 15 within Grant County Assessor's Parcel No. 180174000. That the applicant proposes to change the point of withdrawal by adding 8 new wells all within the historic place of use in order to serve 8 new lots in a proposed subdivision. Each of the 8 wells would be limited to a proportional use of the water right; therefore, each of the 8 wells would be limited to the irrigation of 0.525 acres and 2.1 acre feet per year of water. The application also proposes to change the place of use based on a revised plat map for the 8 lot subdivision. This place of use change for G3-01394(E) does not expand the place of use outside the boundaries of Grant County Assessor Parcel No. 180174000 and remains within the historic place of use for the parent water right G3-01394. Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) recording fee and filed with the Department of Ecology, 4601 N.
