Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: September 17, 2021 Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on August 30, 2021 from Brian Horton (Designated Contact: John Hermann, CBMI, 3740 Thayer Road NE, Moses Lake, WA 98837) and was found to be technically complete on September 13, 2021. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Development shall comply with applicable state and federal laws for the protection of archaeological and historic resources. If human remains are discovered during ground-disturbing activities, all development activity shall cease in1mediately and the applicant, or his contractor or agent, shall immediately contact the Shoreline Administrative Official and the WA State Dept. of Archaeological & Historic Preservation for further instruction. 2. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the mininmm extent necessary in order to complete the project as proposed. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species as approved by the Washington State Department of Fish and Wildlife. 3. Project requires mitigation at a rate of 1:1 for all new over-water structures to ensure a no net loss of shoreline ecological function (approximately 652 sq. ft. of plantings). This proposal includes mitigation for approximately 546 sq. ft. of dock, boat lift and walkway to the dock. Applicant shall comply with the approved mitigation planting included with the application. 4. All proposed development at or below the Ordinary High Water Mark (OHWM) of Moses Lake shall be done during the annual draw-down (when the water level is lo w enough to allow work with minimal disturbance of lands below the OHWM). 5. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to construct an 8' x 20' free standing dock, install a 4' x 80' walkway and a 9' x 10' boat lift adjacent to the dock. A track-hoe will be used to move large rocks under the dock footprint when the water level is down this winter and cut an 8' x 80' path through the bull rush to facilitate the walkway installation. Installation of a 6' x 12' dual jet ski lift. To mitigate the disturbance, the proponent will plant native vegetation at a 1:1 ratio for a 652 square feet of mitigation coverage. STATE ENVIRONMENTAL POLICY ACT Determination of NonSignificance Adoption of Existing Document Date of issuance: September 17, 2021 Lead agency: Port of Moses Lake Agency Contact: Milton Miller mmiller@portofmoseslake.com (509) 762-5363 Description of proposal: The Port of Moses Lake (Port) proposes to complete site development and facility improvement projects including the Southwest (SW) Hangar/Taxilane Complex, the new Airport Rescue and Firefighting (ARFF) Facility, and Snow Removal Equipment/Maintenance Facilities. SW Hangar Project: This action provides a future complex of taxilanes and varying hangar sizes to support ADG I and ADG II aircraft. Currently, the airport has eighteen (18) T-Hangars and eight (8) box hangars. These facilities are full and there is an existing waiting list for additional hangars. In addition to needing more aircraft storage, the existing T-hangars and Box Hangars are 1970 and 1950 vintage, and are in need of replacement. These new hangars would replace the existing T-Hangars as well as provide increased storage capacity. The proposed buildout allows for construction of (23) 100' x 100' hangars, (6) 175' x 175' hangars, and (1) 416' x 66' nested T-hangar. The development will also include two primary taxilanes on the north and south sides of the site with one secondary taxilane that branches off the northern taxilane. Utilities will be constructed to serve the development including stormwater, sanitary sewer, power, fire and water. The development is anticipated to take a four-phase approach, breaking the site into roughly 2-4 quadrants. The sequencing of these phases is critical in order to facilitate access to the airfield and minimize the need for temporary utility connections. The first phase of development will commence as early as 2021. ARFF/Maintenance Facilities: Currently, the ARFF and maintenance buildings are not centrally located on the Airport. The buildings are spread out with the single ARFF building off of Patton Blvd NE, and three of the four maintenance buildings further east off of 22nd Ave NE. Another maintenance building is outside the fence and about 0.5 mile south of the airport. The new ARFF and maintenance facility site would be more centrally located on the Airport, and be designed to accommodate replacement buildings for all of the ones currently in use. This includes the ARFF building which houses the equipment and staff and the maintenance facility consisting of the snow removal equipment (SRE) building, the equipment shed, the equipment maintenance building, and the paint shop. The site development would also include construction of access roads that would connect the new facility to existing travel ways. The utilities constructed to serve the development include stormwater, sanitary sewer, power, communications, fire, and water. Site and building(s) construction could commence as early as 2021. Location of proposal: The proposed facilities projects are located in Grant County, Washington, at the Grant County International Airport. The SW Hangar project is just west of the terminal ramp and Taxiway Bravo and north of the Big Bend Community College taxilane. The ARFF / Maintenance Facilities Development Area is located adjacent to the east side of the tower access road east of the air traffic control tower and north of the terminal apron. There are no wetlands or aquatic habitats impacted by the project. The project is not located within an area of special flood hazard and is outside the 500-year floodplain. The construction of the project is contained within the airport property. The contractor will be required to use Best Management Practices to prevent erosion and provide site stabilization during construction.
