CITY OF MOSES LAKE PUBLIC HEARING REGARDING THE ADOPTION OF THE COMPREHENSIVE PLAN UPDATE, MAP, AND HOUSING ACTION PLAN 7:00 P.M. ON TUESDAY, OCTOBER 26, 2021 REMOTE ACCESS INFORMATION WILL BE POSTED ON THE COUNCIL AGENDA www.cityofml.com NOTICE IS HEREBY GIVEN the Moses Lake City Council will hold a public hearing to consider adoption of the City's Comprehensive Plan Update, Future Land Use Map, and Housing Action Plan on October 26, 2021, at 7:00 p.m. The proposed Comprehensive Plan reflects changes meant to meet the individual element requirements in Growth Management Act which typically includes an inventory and policies and plans for land use, housing, economic development, parks and recreation, utilities, capital facilities, and transportation. Along with the Comprehensive Plan Update the City has developed a Housing Action Plan (HAP) allowed under GMA (RCW 36.70A.600) to support the Comprehensive Plan and guide future policies, programs, and regulatory proposals in the future. The City of Moses Lake Planning Commission has recommended approval with minor modification to the proposed Urban Growth Area. A copy of the proposed plans are available to view in the Planning Department, by emailing Planning@cityofml.com, or on the City's website located at https://www.cityofml.com/1016/Draft-Comprehensive-Plan-Elements. The City Council meeting packet will be posted on the City's website the Friday prior to the meeting. Interested persons may provide testimony either in writing or by participating in the Public Hearing. The form to register to speak at the meeting will also be on the posted agenda, or you can contact the City Clerk's Office to receive the form in advance. The speaker request form must be completed no later than 3 p.m. on the day of the meeting for remote attendees. Notice of Application and Public Hearing: October 26, 2021 Notice is hereby given that a Conditional Use Permit and SEPA Checklist were received by Grant County on November 18, 2019 from Kissler Enterprises LLC (Designated Contact: Granite Creek Surveying & Mapping, PO Box 743, Republic, WA 99166) and were found to be Technically Complete on January 14, 2021. PROJECT: A Conditional Use Permit and SEPA checklist to allow the expansion of a surface mine and extraction operation for diatomaceous earth. Approximately two million cubic yards of material are estimated to be removed from this site which is a 320 acres. STUDIES REQUIRED: None. LOCATION: The site address of the subject parcel would be in the 7400 block of Beverly Burke Road SW. The site is located approximately six miles south of the Town of George. Access to the site is from Beverly Burke Road SW the site is the North half of Section 8, Township 17 N, Range 24 E, W.M., Grant County, WA Parcel #15-0965-000). ZONING: Agriculture. The legislature imposed, without a vote of the people, a 988 behavioral health crisis response and suicide prevention tax on telephone lines, costing $432,000,000 in its first ten years, for government spending. Advisory Vote No. 37 Engrossed Substitute Senate Bill 5096. The legislature imposed, without a vote of the people, a 7% tax on capital gains in excess of $250,000, with exceptions, costing $5,736,000,000 in its first ten years, for government spending. Advisory Vote No. 38 Second Substitute Senate Bill 5315. The legislature increased, without a vote of the people, a tax on captive insurers in the amount of 2% of premiums from owners/affiliates, costing $53,000,000 in its first ten years, for government spending.
