The proposal, an update to the City's Comprehensive Plan is a non-project action that brings the city into compliance with the Growth Management Act. The Plan establishes the Vision for the community based on a variety of public outreach activities. The Comprehensive Plan addresses each element Land Use, Housing, Utilities, Capital Facilities, Transportation. The community Vision is proposed to be implemented through the goals and policies of the Comprehensive Plan that includes an analysis of existing conditions of each of the elements. The updates include: 1. Revise City Comprehensive Plan Elements to address growth during the 2021-2038 planning period, land use plan and zoning changes to accommodate growth targets for population, housing and employment, transportation and capital facilities plans, and housekeeping and consistency amendments. This also includes updates to the City's Transportation Plan and Capital Facilities Plan. 2. Amend the Comprehensive Plan map and Zoning Map with new designation and/or rezoning. 3. Inclusion of new land use designations: Gateway Commercial and Mixed Use 4. Amendments and updates to comprehensive plan elements to ensure consistency with the City's review of its plans in light of state and regional plans, GMA requirements as well as community vision and needs. 5. Proposed overlays include Downtown Creative District, Broadway Revitalization Corridor, EPA Groundwater Institutional Control Boundary. 6. Proposed changes to reduce the overall Urban Growth Area. Location: The shidy area consists of the Moses Lake city limits and the Moses Lake Urban Growth Area portion of the Grant County Urban Growth Area (UGA) boundaiy. The City of Moses Lake has confirmed its SEPA threshold determination of nonsignificance issued on September 1, 2021 in consideration of the following additions: The City is providing updated documents which will inform and enhance the environmental review of the project. Notable documents submitted with this revised DNS include an updated draft Comprehensive Plan, City Coiu'icil Staff Report, Presentations, and revised SEPA Environmental Checklist. The City of Moses Lake has reaffirmed that this proposal wig} not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(C)(ii). This determination is based on the following findings and conclusions: The proposal is a non-project action to update the City of Moses Lake's Comprehensive Plan bringing the City into compliance with the Growth Management Act and adopting the Housing Action Plan as an appendix. The updated Comprehensive Plan is designed to minimize through goals and policies the environmental impacts to the natural and built environment that could result from future growth and development. See attached updated documents for a complete overview. This "revised" DNS is issued under WAC 197-11-340(2)(f) and includes additional notice and comment period. Notice of Application & Proposed Mitigated Determination of Non- Significance - Date of Notice: October 22, 2021, Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on September 27, 2021 from Reed and Amy Raymond (Designated Contact: Eldon Broughton, Broughton Construction, LLC, 2403 Westshore Drive NE, Moses Lake, WA 98837) and was found to be technically complete on October 20, 2021. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Project requires mitigation at a rate of 1:1 for all new developments to ensure a no net loss of shoreline ecological function (approximately 360 sq. ft. of plantings). 3. Construction shall be done during the annual drawdown (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to install an 8' x 25' cantilevered dock, install a 10' x 10' boatlift adjacent to the dock, with an 8'x6'x4' Concrete ballast above the Ordinary High Water Mark ADDITIONAL PERMITS REQUIRED: WDFW HPA.
