NOTICE TO CONTRACTORS MISCELLANEOUS COF UPGRADES PROJECT Moses Lake, Washington Sealed bids will be received at the Civic Center Annex, 321 South Balsam, (P. O. Box 1579), Moses Lake, Washington 98837 until DECEMBER 8, 2021; 10:00 AM, for the above-named improvement. Said bids will be opened and publicly read at that time. All bids shall be received before said opening time in sealed envelopes with MISCELLANEOUS COF UPGRADES PROJECT marked plainly thereon. All bids shall be accompanied by a deposit in the form of a postal money order, cashier's check, or bond in an amount equal to 5 percent of the maximum total amount of the bid. Should the successful bidder fail to enter into a contract or furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the City. Plans and specifications may be obtained at no cost via electronic transmission from the City of Moses Lake. Paper copies of the plans and specifications may also be obtained from the Civic Center Annex at the above address for a non-refundable fee of $50. It includes the removal of approximately 1040 square yards of pavement and concrete, followed by grading, paving, installation of a parking area, concrete retaining wall, several 4" ductile iron drain pipes, a driveway, sidewalk, landscaping, and chain link fence and gate replacement. Also included will be underground electrical work, several electrical panel installations, installation of approximately 260 linear feet of 6" watermain, (2) hydrants, the repair or replacement of an 18" sewer gate valve, wet well and valve vault access hatch replacement, the relocation of an irrigation sprinkler controller and the demolition of a 300 square foot brick and CMU structure. Sewer bypass pumping and traffic control will be required to complete the project. Notice of Public Hearing: September 30, 2021 Notice is hereby given that a Conditional Use Permit and SEPA Checklist were received by Grant County on May 24, 2021 from Central Terminals LLC (Designated Contact: Gil Alvarado, PO Box 260, Moses Lake, WA 98837) and were found to be Technically Complete on June 24, 2021. PROJECT: A Conditional Use Permit and SEPA checklist to allow a surface operation that encompasses 190.16 acres. The operation will involve the extraction of sand and gravel, crushing operations, concrete batch operations and hot mix asphalt operations. BEFORE THE GRANT COUNTY WATER CONSERVANCY BOARD EPHRATA, WASHINGTON Notice of Application to Change the point of withdrawal and place of use under Water Right G3-01394(E). TAKE NOTICE: That on August 26, 2021, Tyler and Elizabeth Reffett of Grant County, Washington, filed application number GRAN 21-13 with the Grant County Water Conservancy Board to change the point of withdrawal, place of use, and to add points of withdrawal under Water Right G3-01394(E). That said right, under priority date of May 26, 1969, authorizes the withdrawal or diversion of 36.1 gallons per minute and 16.8 acre feet per year from a well located within the W1/2 SW1/4 of Sec. 8, T. 19N, R22 E.W.M. That said right authorizes water to be used for the purpose of irrigating 4.2 acres seasonally from March 15 to October 15 within Grant County Assessor's Parcel No. 180174000. That the applicant proposes to change the point of withdrawal by adding 8 new wells all within the historic place of use in order to serve 8 new lots in a proposed subdivision. Each of the 8 wells would be limited to a proportional use of the water right; therefore, each of the 8 wells would be limited to the irrigation of 0.525 acres and 2.1 acre feet per year of water. The application also proposes to change the place of use based on a revised plat map for the 8 lot subdivision. This place of use change for G3-01394(E) does not expand the place of use outside the boundaries of Grant County Assessor Parcel No. 180174000 and remains within the historic place of use for the parent water right G3-01394.
