The National Weather Service released a high wind warning and blowing dust advisory Sunday through 5 a.m. Monday in the Upper Columbia Basin, including Moses Lake, Ephrata, Othello, Quincy, Ritzville, Grand Coulee, Odessa, Wilbur and Coulee City.
