Notice of Application & Determination of Non-Significance - Date of Notice: January 15, 2021, Notice is hereby given that a JARPA (Shoreline Substantial Development) Application received by Grant County on December 16, 2020 from the Washington Department of Fish and Wildlife (Chris Gourley, 600 Capitol Way N., Olympia, WA 98501) and was found to be technically complete on January 8, 2021. PROJECT: This project will replace existing vault toilets with new toilets that allow for ADA access. The project will resurface the existing asphalt paved parking area, this project will also include the reconstruction of the existing boat ramp by removing broken planks below the ordinary high water mark and replacing those with poured in place and pre-cast concrete slabs. A new boarding float dock will be installed. There will be asphalt grading to meet the boat ramp. Washington State Department of Fish and Wildlife has issued a Determination of Non-Significance (DNS) for this project. ADDITIONAL PERMITS REQUIRED WDFW Hydraulic Project Approval. STUDIES SUBMITTED: None. LOCATION: The public access site is located on Lind Coulee/Potholes Reservoir. The access site is located approximately 1/4 mile east of the O' Sullivan Dam on the north side of State Route 262 East. The site is located in a portion of the Northwest quarter of Section 12, Township 17 N, Range 28 E, W.M., Grant County, WA. Parcel #17-0012-000. SHORELINE ENVIRONMENT DESIGNATION: Rural Conservancy. PRESENT ZONING: Public Open Space. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code. NOTICE OF AVAILABILITY Finding of No Significant Impact (FNSI) under the National Environmental Policy Act. Yakima Training Center (YTC) prepared an Environmental Assessment (EA) which addresses the impacts of conducting river crossing and continuation of amphibious river training exercises on the Columbia River at Priest Rapids Reservoir at Joint Base Lewis-McChord Yakima Training Center, Washington. The closing date for the 30 day comment period for this action is February 12, 2021. Copies of the EA and FNSI have been made available for public review at the Yakima Valley Regional Library at 102 N. 3rd Street, Yakima, Washington, the Mattawa Public Library at 61 Government Way, Mattawa, Washington, and at the Ellensburg Public Library at 209 N.
