Split court tosses Pennsylvania victims' rights amendment
HARRISBURG, Pa. (AP) — A victims’ rights constitutional amendment that Pennsylvania voters apparently passed by a wide margin was thrown out Thursday by a divided state court that ruled it bundled too many changes together.
