NOTICE TO ROAD STABILIZATION CONTRACTORS Sealed bids, plainly marked BID for Road Stabilization 2021, will be received by Grant County at the Grant County Public Works Office located in Ephrata, WA. 124 Enterprise Street, Ephrata, WA 98823, until 11:00 A.M., Tuesday, March 9, 2021 and will then and there in the Public Meeting Room be opened and publicly read via webex audio and any interested parties may attend via webex audio. Grant County Public Works is providing access to this bid opening for the public via webex audio connection only, no members of the public may be present in the meeting room with the exception of the project representative. BC Contracting, Joe Kolling, 225 Broadway N Fargo, WA 58102, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, RDO Equipment Company, Moses Lake, is located at 12378 North Frontage Road East in Moses Lake in Grant county. This project involves 10 acres of soil disturbance for Commercial construction activities. All discharges and runoff goes to ground water. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
