PUBLIC NOTICE MITCHELL DEVELOPEMENT, PHIL MITCHELL, 910 TRAFFIC AVE SUMNER, WA 98390, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.
