Revised Notice of Public Hearing, Date of Notice: August 9, 2021 Notice is hereby given that Grant County has postponed a public hearing for the following project: A Conditional Use Permit application and SEPA Checklist request received on May 24, 2021 from Central Terminals LLC (Designated Contact: Gil Alvarado, PO Box 260, Moses Lake, WA 98837). PROJECT: A Conditional Use Permit and SEPA checklist to allow a surface operation that encompasses 190.16 acres. The operation will involve the extraction of sand and gravel, crushing operations, concrete batch operations and hot mix asphalt operations. Approximately 7,124,411 cubic yards of material will be processed. LOCATION: The subject area is 2498 Mae Valley Rd NE, Moses Lake, WA. The site is located approximately 3 1/2 mile west of Moses Lake and approximately one mile north of Interstate 90. Access to the site is from Mae Valley Road through the existing Central Washington Asphalt pit. The property is further located in the South half of Section 21, Township 19 N, Range 27 E, W.M., Grant County, WA Parcel #21-1308-000 & 21-1312-000). Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: August 9, 2021 Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on July 21, 2021 from Shane and Jennifer Carlile (Designated Contact: Eldon Broughton, Broughton Construction LLC, 2403 Westshore Drive NE, Moses Lake, WA 98837) and was found to be technically complete on August 4, 2021. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Project requires mitigation at a rate of 1:1 for all new developments to ensure a no net loss of shoreline ecological function (approximately 600 sq. ft. of plantings). 3. Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing construct a 4' x 20' gangway/ramp, an 8' X 24' free standing dock, installation of a 9' x 10' boat lift adjacent to the dock and a 4' x 50' gravel path thru the buffer zone. Additionally, 600 square feet of plantings are proposed to mitigate the shoreline access area. ADDITIONAL PERMITS REQUIRED: WDFW HPA. LOCATION: The project is located at 354 Stacy Drive SE on Moses Lake in Moses Lake, WA 98837. The parcel is located in the Northeast quarter of Section 4, Township 18 North, Range 28 East, WM, Grant County, WA. Parcel #12-0950-348. SHORELINE ENVIRONMENT: Shoreline Residential.
