August 29, 1945 – June 26, 2021

A devout public servant and interpreter for the deaf, Senator Joyce (Curtis) Mulliken’s love and impact on those around her did not come to an end with her death. On June 26, 2021, Joyce passed away after a courageous battle with cancer at 75 in Gilbert, Arizona. She was surrounded by family who will continue her legacy of living life to the fullest and helping others.

Joyce was born on Aug. 29, 1945, in Rumford, Maine. She graduated from Ephrata High School in 1963 and later went onto Business School in Spokane, Washington. On Sept. 4, 1964, Joyce married the love of her life, Mike Mulliken, in Ephrata, Washington.

After furthering her education in Oregon to learn sign language, Joyce worked with hearing-impaired students for the Ephrata School District as an interpreter for the deaf. Joyce found her passion for education and aiding others during this time while raising their son, Dan Mulliken. Joyce was first elected to the Washington State House of Representatives in 1994 and proudly served four terms before winning a seat in the state Senate where she served for three years. Her most recent appointment was to the Growth Management Board in 2006, which she served on until she retired in 2012.

She will forever be remembered by her husband of 56 years Mike Mulliken; her son Dan Mulliken, his wife Lynai, seven grandchildren and 14 great-grandchildren; and sisters Donna (Nick) Tommer and Janet (Dave) Garrett. Joyce will also be remembered by her numerous nieces, nephews, extended family and friends.

Joyce’s pride was in serving the public she represented, her family, friends and the Lord. Spending time and hearing updates about her grandchildren and the “greats” always brought her joy. She loved to travel, play golf, and enjoy a glass of red wine with friends.

A celebration of Joyce’s life will be held at 11 a.m. on Friday, Aug. 27, at St. Rose of Lima Catholic Church, located at 323 D St. SW, Ephrata, Washington, with Father Richard Sedlacek.
