Estimated Cost of the Project:$715,000 FINDING OF NO SIGNIFICANT IMPACT The city of Mattawa determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the Nation Environmental Policy Act of 1969 (PL 91-190) is not required. Additionally, Project information is contained in the Environmental Review Record (ERR) on file at 521 Government Road and is available for examination and copying weekdays between 8:30 AM and 4:30 PM Monday through Friday. PUBLIC COMMENTS Any individual, group or agency disagreeing with this determination or wishing to comment on the project may submit written comments to Anabel Martinez, City Clerk, PO Box 965/521 Government Rd, Mattawa, WA 99349. All comments received by August 19, 2021, will be considered by the City of Mattawa prior to authorizing submission of a request for release of funds. RELEASE OF FUNDS The City of Mattawa certifies to Commerce that Maria Celaya in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Commerce's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities ad allows the city of Mattawa to use State Community Development Block Grant (CDBG) Funds. OBJECTION TO RELEASE OF FUNDS Commerce will accept objections to its release of funds and the City of Mattawa's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the City of Mattawa; b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the RE has committed funds or incurred cost not authorized by 24 CFR Part 58 before approval of release of funds by Commerce: or (d) another Federal agency acting pursuant to 40 CFR Part 1504 had submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
