BOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION NOTICE OF HEARING TO RESOLUTION No. 20 - 084 -CC CONSIDER A SOLID WASTE MANAGEMENT FUND DISPOSAL FEE RATE INCREASE WHEREAS, the Board of County Commissioners desires to conduct a public hearing on its intention to adjust rates at Grant County operated disposal facilities to meet both current and future needs; and WHEREAS, it is the intention of Grant County to adjust the rates at Grant County operated disposal facilities; and WHEREAS, Resolution No. 18-123-CC adopted December 18, 2018 was the previous adoption of the Fee Schedule and has been deemed inadequate to fund the administrative, maintenance, and operational costs; and WHEREAS, pursuant to WAC 173-351-600, Grant County will establish a restricted reserve account to provide closure, post-closure, and remedial actions; and WHEREAS, to meet the requirement in WAC 173-351-600(5)(a) to provide financial assurance for closure, post-closure, and remedial actions, Grant County will deposit $6.00 per ton into a restricted reserve fund; and WHEREAS, Grant County Public Works will transfer $0.85 per ton of municipal solid waste each quarter to the Grant County Abatement Fund to provide funding to assist in cleaning up properties not in compliance with Grant County code enforcement; and WHEREAS, Grant County established an Abatement Fund to assist in cleaning up properties that are out of code enforcement compliance and to provide additional funding for Grant County Health District solid waste activities; and WHEREAS, the following fee schedules showing the increased fees will be considered: see Exhibit A & B.
