REQUEST FOR PROPOSALS EXECUTIVE SEARCH FIRM EXECUTIVE DIRECTOR RECRUITMENT Close of RFP November 19, 2020 @ 1:00 PM October 12, 2020 Introduction and Background: The Port of Ephrata is a local municipal corporation of the State of Washington whose primary mission is economic development. The Port is made up of approximately 2200 acres of property, multiple facilities and a general aviation airport with 3 runways. The airport supports local, business, agricultural and competition aerobatic flights while hosting one of the top soaring operations in the country. The current executive director, who is responsible for execution of the overall mission and leadership of 3 other staff members is retiring after 16 years in that position. The Port is seeking a new executive director that possesses strong leadership, management and communication skills. The position also requires experience in providing guidance in fiscal responsibility, contract management, grants from federal, state, and local agencies as well as oversight in airport and aviation operations. The ability to work collaboratively with the public and local governmental agencies while developing economic opportunities in the region is a must. This position has a current salary range of $70,000 - $75,000 annually. The selectee's first day in the position will be July 6th, 2021. Proposal Requirements: The Port of Ephrata Commission will consider proposals from Executive Search Firms with specific experience and success in recruiting Executive Directors for small to midsize economic development agencies. The Request for Proposals will be open until November 19, 2020 at 1:00 PM PST. To be considered, proposals must include the following: 1. Firm name, complete contact information and contact person(s). 2. Brief history of the firm, including number of years' experience. 3. List of recruitments conducted, with contact names for reference checks within the last five years. 4. A plan and schedule of how the firm will conduct the selection process to include geographic scope. 5. Identification of specific services to be provided. At a minimum, services must include: Assistance to Commission in development of candidate desired attributes (education, qualifications, previous experience etc.) to develop updated job description. Assistance in establishing competitive, yet appropriate salary. Solicit for candidates. Evaluate candidate submittals and screen to the top 5 candidates. Conduct Background and reference checks on top 5 candidates. Submit top 3 candidates to commission for further evaluation. Notification on non-selection to appropriate applicants. 6. List of Key Personnel with the Firm as well as consultants proposed for the project along with the individuals background, education, registrations, and experience, including number of years of experience, title or function; relevant projects, and approximate dates of projects; and the role the individual will assume in this project. 7. Total fee for recruitment. Submissions will be reviewed, evaluated and ranked by the Port Commission, who may select the preferred Firm with which to negotiate a contract. If the Port is not able to negotiate a contract with the selected Respondent the Port may negotiate with their next ranked Respondent if desired. Primary consideration will be given to Proposals received on or before 1:00pm on November 19, 2020. They may either be mailed to: The Port of Ephrata, PO Box 1089, Ephrata, WA 98823, or delivered to 1990 E. Division Ave, Ephrata, WA. Proposals appropriately received will be opened at this time. Proposals received after 1pm may be considered or rejected at the discretion of The Commission. The time of receipt shall be annotated by the current Executive Director, who is to open the proposals at that time. Faxed or e-mailed proposals are not acceptable. Each proposal, one (1) original and three (3) copies, must be appropriately signed by an authorized representative of the Offeror, and must be submitted in a sealed envelope or package. The notation "Executive Search Services", and the specified opening time and date must be clearly marked on the front of that sealed envelope or package. Ownership of Material - Ownership of all data, materials, and documentation originated and prepared for the Port pursuant to the RFP shall belong exclusively to the Port and be subject to public inspection in accordance with the Washington State Public Records Act. WITH REGARD TO SUBMITTAL OF A STATEMENT OF A PROPOSAL (INDIVIDUALLY AND COLLECTIVELY REFERRED TO AS "RESPONSE"), THE RESPONDENT AGREES TO AND HEREBY WAIVE ANY AND ALL CLAIMS IT HAS OR MAY HAVE AGAINST THE PORT, AND ITS DIRECTOR, PERSONS, OFFICERS, COMMISSIONERS , COMMITTEES, EMPLOYEES, OR AGENTS ARISING OUT OF OR IN CONNECTION WITH (1) THE ADMINISTRATION, EVALUATION, OR RECOMMENDATION OF ANY RESPONSE; (2) ANY REQUIREMENTS UNDER THE SOLICITATION, THE RFP, OR RELATED DOCUMENTS; (3) THE REJECTION OF ANY RESPONSE OR ANY PART OF ANY RESPONSE; (4) WAIVER BY THE PORT OF ANY TECHNICALITIES IN THE RFP PACKAGE OR ANY RESPONSE; (5) WAIVER OR CHANGE IN ANY NONMATERIAL PROVISION OF THE RFP SOLICITATION PACKAGE OR MATERIALS THAT DO NOT ADVERSELY AND SPECIFICALLY AFFECT THE PREVIOUSLY SUBMITTED RESPONSE; AND/OR (6) THE AWARD OF A CONTRACT, IF ANY." The Port reserves the right to reject any or all responses, to waive any irregularities and/or technicalities in response received or award a part but not all of the work described in this request. The Port, in its sole discretion, will determine whether any or all of the responses are responsive and reserves the right to make a determination as to whether any one or more Respondents are qualified. The submission of a response to this RFP is an offer by the Respondent to contract only and does not constitute a contract. There will be no contractual obligations on the part of the Port to any Respondent, nor will any Respondent have any property interest or other right in the contract unless and until all terms of the contract have been agreed upon by the Port, including, without limitation, the cost of the services; all provisions of the contract have been negotiated to the satisfaction of the Port; the contract is unconditionally signed by the Port and the selected Respondent, the contract is delivered by all parties; and all conditions to be fulfilled by the Respondent prior to contracting have either been fulfilled by the Respondent or waived in the writing by the Port. Restricted and Prohibited Communications: During the period between the date the Port issues this RFP and the selection of the Respondent who is awarded a contract by the Port, if any, respondents shall restrict all contact with the Commission and direct all questions regarding this RFP, Respondent's response, the interviews, the solicitation process, or any other matter regarding the solicitation, including questions regarding terms and conditions, only to the Port staff.
