China's Xi congratulates Biden, hopes for 'win-win' ties

BEIJING (AP) — Chinese President Xi Jinping congratulated U.S. President-elect Joe Biden on Wednesday and expressed hope for “win-win cooperation" amid conflicts over trade, technology and security.
